Description
This is a Combined Synopsis/Solicitation for commercial items prepared per the format in Subpart 12, as supplemented with additional information included this notice. This announcement constitutes the only solicitation; proposals are being requested from L-3 Communications and an additional written solicitation will not be issued. Solicitation number INL- 0140-1INT31-1 is a Request for Quote (RFQ) for Airport X-Ray Units to improve airport security in Venezuela. The Government intends to award a firm, fixed price contract to L-3 Communications for the acquisition of the following; four (4 each) LS-215V X-ray Security Screening Systems with tunnel size 610 mm wide x 468mm high; two (2 each) LS-107V Security Screening Systems with tunnel size 1000 mm wide x 1000 mm high. Shipment will be made directly by the contractor to the Aeropuerto Internacional Simon Bolivar de Maiquetia in Venezuela via the sea terminal at La Guaria. The following Provisions and Clauses are incorporated into this RFQ by reference and are in effect through Federal Acquisition Circular 97-27. No addenda apply to these Provisions and Clauses. FAR 52.212-1, Instructions to Offerors, Commercial Items, FAR 52.212-3, Offeror Representation and Certifications, Commercial Items, FAR 52.212-4 Contract Terms and Conditions, Commercial Items, FAR 52-212-5, Contract Terms and conditions required to Implement Statutes or Executive Orders-Commercial Items; FAR 52.246-15, (APR 1984), Certificate of Conformance. No additional FAR clauses apply. The Government of Venezuela has established a long-term comprehensive upgrade procurement program for airport X-ray machines internal to their country to improve overall airport security. In order to support the development of an improved capability to detect heroin smuggling through the airport, the US Department of State has agreed to a request to provide these scanning machines at key chokepoints in the airport. In order to achieve long-term uniformity and standardization with equipment, the government of Venezuela has established this exact make and model which will allow for uniformity or operation, maintenance, training, spare parts, and future upgrades. The contractor will be required to ship directly to the end user in a protective container to the above address via surface freight. Packaging, packing, and preservation shall be in accordance with best commercial practices to enable shipment from CONUS to final destination without repacking or incurring damage during shipment and handling.
