Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; A SEPARATE WRITTEN SOLICITATION WILL NOT BE ISSUED. QUOTES ARE BEING REQUESTED. This solicitation is being issued as a Request for Quote (RFQ). The provisions and clauses in effect are hereby incorporated through Federal Acquisition Circular 2001-10. This solicitation is set-aside pursuant to subsection 8(a) of the Small Business Act for 8(a) businesses only on a firm fixed price basis. The NAICS code for this procurement is 541690. The government estimates that approximately 2,500 hours will be required for this effort. The purpose of this solicitation is to sample and analyze sediments and biota from the Black Lagoon and environs of Palmyra Atoll, and to provide recommendations for the need for remediation at the site. The Palmyra Atoll is roughly 1,000 miles south of Hawaii and is about 4 miles long and 1.5 miles wide. The overall period of performance shall be approximately 165 days. The Statement of Work (SOW) is attached to this solicitation. The quote shall be no more that 20 pages and shall include the following: (1) Description of Firm a. Summary b. Evaluation Factors are Technical, Past Performance, and Price. All factors are determined to be equal in weight. The resulting purchase order will contain provisions indemnifying the Government against Contractor performance.
