Description
Sources Sought/Market Survey The Space and Naval Warfare Systems Command (SPAWAR) requests information from industry regarding SPAWAR?s potential procurement of a Replacement for the KG-40A cryptographic device. This announcement invites interested contractors to submit White Papers to be received no later than 22 January 2003. Vendors should include prior experience with both serial and parallel KG-40A/Link 11 and experience with developing Type 1 cryptographic devices for NSA (or equivalent governmental agency to include device or module certification). Vendors must have at least a SECRET facility security clearance and should include a discussion of how vendors would handle classified material up to and including SECRET. Access by foreign contractors is subject to review and foreign disclosure approval. THIS IS A REPLACEMENT ONLY EFFORT. White papers should include the vendor?s strategy for meeting a short development cycle of 24 months and delivery of a minimum of 200 units (a mixture of parallel and serial depending on needs of the services) beginning in FY06. The KG-40A is a half-duplex digital device used to provide cryptographic security protection for the US Navy Link 11 system and any data communications meeting Tactical Data Information Link (TADIL) A data standards. The Replacement effort of the KG-40A will be required to match form, fit and function of both serial and parallel devices currently in use on US Navy ships, aircraft, shore test and repair facilities and the Army Patriot Missile Defense System. Also included in the KG-40A Replacement effort are the peripheral equipment including the MT-4417/S Parallel Mount, MT-4416/A Serial Mount, and KGX-40A Remote Control Unit (RCU). Additional comments/questions about any aspect of this proposed acquisition are welcome. Should interested parties require additional information beyond that provided in this RFI or should they have questions related to this RFI, they may submit such request and/or questions to Gwen.Valdivia@navy.mil and Carla.Brown@navy.mil by 15 January 2003. SPAWAR reserves the right not to respond to any or all submitted questions. This sources sought/market survey is for information and planning purposes only and is not to be construed as a commitment by the Government. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement, or in response to any follow-up information requests. Respondents will not be notified of the results of the Government?s evaluation of White Papers. Acknowledgement of receipt of information will not be made nor will telephone inquiries be honored. Submissions received after the due date may be reviewed but may not be considered in contract planning or in creation of a solicitation. White Papers sent in response to this announcement are limited to seven pages and are to be submitted by 22 January 2003 via electronic transmission via the SPAWAR E-Commerce Central.
