Description
NA The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm fixed price Job Order under a Master Agreement for Repairs and Alterations of Vessels, for the Overhaul of the Surveyboat SHUMAN. The vessel is an aluminum catamaran. The ve ssel is 64?-11? in length, with a beam of 26 feet, and a depth of 8?-5?. The loaded draft of the vessel is 4 feet, 9 inches forward and aft, and a light draft of 4 feet, 7 inches forward and aft. Gross tonnage is 53 tons loaded and 32 tons light. The Go vernment will deliver the vessel in open water near the contractor's facilities. A portion of the work to be performed consists of the following: drydocking, utilities and services, hull painting, anode replacement; aft door hinges; navigation lights, rud ders; fenders; engine cooling piping/cables, propulsion shafts and struts; and air tanks. Upon completion of the work the contractor will perform tests, trails and other operational performance demonstrations as required in accordance with the specificatio ns prior to delivery back to the Government. Prospective contractors must have, or be capable of, entering into a Master Ship Agreement and have the required dry-docking capabilities for the vessel. The area of consideration will be within its operating r ange between Baltimore, MD and New York, NY. If the contractor?s facilities or location is outside of the operating range of the vessel, those facilities outside of the range will have their bid surcharged at a rate of $11.25 per nautical mile based on the operating rates of the vessel. Solicitation No. DACW61-03-B-0003 will be issued on or about 7 January 2003, with a closing date of on or about 4 February 2003 at 1015 hours. The vessel will be available from on or about 9 January 2003 for the purpose o f conducting a site visit. Contractors are required to contact Mr. Emiliano Cruz (215) 656-6745 at least 24 hours prior to 7 January 2003 to coordinate the site visit. The total performance period for this procurement will be 17 calendar days after Notic e To Proceed (NTP). Liquidated damages will be a part of any job order awarded and may be applied for failure to complete the work within the designated performance period. Prospective contractors interested in receiving a solicitation must be registered in the Central Contractor Registration Database and will be required to accept the vessel within 7 calendar days from notice of an award to be eligible for award. Award will be made as a whole to one bidder. NO WRITTEN OR FAX REQUESTS WILL BE ACCEPTED. If any information changes during the advertisement period, contractors are responsible to make changes to their user profile on the Internet. Failure to make changes in their user profile may cause a delay in receiving n otice of the solicitation or any amendments. Hard copies will not be available. Prospective contractors are also required to furnish a copy or send information on their drydock/graving dock capability and certification prior to the bid closing date. The s ubmittal and approval of a current dock certification will be a factor in any award made. This office will not accept any telephonic requests for a copy of the solicitation.
