Description
This announcement is a notice of intent to award a service contract for a scholar/researcher specializing in civil military relations and strategy, and defense relations to an approved sole source contractor in accordance with FAR 6.302-1 (a)(2)(iii). The candidate will have the following responsibilities: (1) Provide reading syllabi and lesson plans for Military Strategic Studies (MSS) 365 and 466. (2) Review all lessons in 34 Education Group (EDG) courses related to civil military relations and strategy; (3) Review and make recommendations on the 34 EDG courses; (4) Provide educational continuity to the Air Force Academy MSS department and Academy cadets using unique previously developed research in the areas of civil military relations and strategy. Additionally the candidate must have the unequivocal ability to sustain previously developed research philosophies, which have been in place for the past 24 months. The qualifications required to perform effectively in the aforementioned position are as follows: (1) Acute knowledge of the Air Force Academy, Air Force Academy Cadets, and the cadet environment and academic structure at the Academy. (2) The candidate must have the ability to immediately apply and understand the previous studies conducted (which were subjective in nature), in relation to the frame of mind of the previous researcher. The candidate must be able to provide continuity of the subjective analyses and measurement tools, as conducted by the previous researcher. (3) The candidate must hold a Ph.D. and have tangible experience and proof of completed dissertation work in field of civil military strategies, and military relations. (4) The candidates Masters studies must have been in the field of government/international studies. The North American Industrial Classification System (NAICS) code is 541720, business size standard is $6,000,000. The sole source contractor is Web Educational Associates, Inc. 18135 August Drive, Monument, CO 80132. The government intends to award a firm-fixed price contract with one three month option to Web Educational Associates, Inc. for the period of 1 January to 31 December 2003. However, any contractors who believe that they have the capability to meet these qualifications may submit, for consideration by the government, a statement of capability. Comments are due by 10 A.M. (MST) on 26 December 2002. If no comments are received by the closing date, a purchase order will be issued to the above named sole source.
