- 17. This is a Notice of Contract Action (NCOA) of intent to award a contract to US Civilian Research and Development Foundation (CRDF), 1800 N. Kent Street, Suite 1106, Arlington, VA 22209 in accordance with 10 U.S.C. 2304 (c)(1), as implemented by Federal Acquisition Regulation 6.302-1, justification for other than full and open competition. The contract is for the administration and management of fundamental research and development (R&D) collaborations between scientists in the Former Soviet Union (FSU) and the US Air Force Research Laboratory. This is not a request for competitive proposals and no solicitation is available. CRDF has been granted tax-exempt status with the Former Soviet Union in accordance with Paragraph 6, Article 217 of the Tax Code of the Russian Federation and Decree #165 of 5 March 2001 of the Government of the Russian Federation. Tax exemptions on institutional support payments and equipment and materials purchases facilitated by CRDF are granted in accordance with the Russian Federation Law #95-FZ of 4 May 1999 on Technical Assistance. CRDF is also able to facilitate the tax and duty-free import of equipment and materials designated for Russian institutions under approved projects administered by CRDF. If a firm has the capability of providing tax-exempt status as stated above; therefore, performing the government requirement they may identify their interests to the Government in writing. All interested sources must respond in writing with clear and convincing evidence to support their ability to provide the capability within fifteen (15) days of this publication. Interested firms are requested to submit a statement of qualifications, along with supporting documentation not later than 5 PM (EST) to EOARD, PSC 802 Box 14, FPO AE 09499 or 223/231 Old Marylebone Rd, London NW1 5TH, United Kingdom.
