Description
The United States Coast Guard, Maintenance & Logistics Command, Atlantic has issued a commercial Request for Quotes (RFQ) for dockside repair of the USCGC BAINBRIDGE ISLAND (WPB 3143), a 110 foot Island Class ?C? Patrol Boat. The Coast Guard intends to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) part 12, Acquisition of Commercial Items. The request for quotation (RFQ) number is DTCG80-03-Q-3FA553. Award will be made to the responsible contractor whose offer, conforming to the solicitation, will be most advantageous to the government. The North American Industry Classification System (NAICS) code is 336611. The small business size standard is less than 1,000 employees. The RFQ package and specifications will be issued electronically on the FEDBIZOPPS web page on or about December 19, 2002 at http://www.eps.gov/. Please note that paper copies of the solicitation will not be available. The acquisition is for the top end overhaul of 2 (ea) Caterpillar 3516 Diesel Engines. Vendor to provide all necessary parts, equipment, materials and labor to perform top-end overhaul of 2 Caterpillar 3516 Diesel Engines. Work to include: (1) Remove existing cylinder heads and install {16} sixteen Caterpillar remanufactured cylinder heads. The remanufactured cylinder heads shall be fitted with new gaskets and seals; (2) Remove existing fuel injectors and install {16} sixteen Caterpillar remanufactured fuel injectors; (3) Remove existing turbo cartridges and install {2} two Caterpillar remanufactured turbo cartridges; (4) Remove existing water jacket regulators and install new water jacket regulators; (5) Install new buttons on rocker arms; (6) Remove, test, clean and reinstall aftercooler assembly; (7) Remove existing jacket water pump and install Caterpillar remanufactured jacket water pump; (8) Adjust engine to Caterpillar specifications; (9) Test engine safeties for proper operation, repair as required; (10) Perform sea trial prior to government acceptance of work performed by vendor; (11) Provide written service report and all applicable warranties, including the vendors best service warrantee for labor, to the Contracting Officer upon completion of all work performed. PLACE OF PERFORMANCE: Vessel's homepier, 1343 Canfield Road, Highlands, NJ 07732-4094 ADDITIONAL INFORMATION: Vendor's quote shall include all costs associated with the work required above. All items, including but not limited to; freight and miscellaneous hardware shall be included in the quoted price. CORE CHARGES: The solicitation includes optional CLINs for core charges associated with the remanufacture of some line items. This acquisition will be issued under full and open competition procedures. This procurement is subject to the Small Business Competitiveness Program. Small businesses are encouraged to submit bids for the subject requirements. ?ATTENTION: Minority, Women-owned, and Disadvantaged Business Enterprises (DBEs)! The Department of Transportation (DOT), Short Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
