- Description
- The Maritime Administration is seeking consultant services to perform a detailed study regarding Comparison of Tax Regimes Affecting Vessels and Mariners in International Trade. The objectives of the study is a follows: (1) Tax analysis by a consultant with accountancy expertise and experience in assessing the differences in flag-state tax treatment of the 13 to 20, most popular merchant vessel registries and two or more, recently established or revised, European tonnage tax alternatives to corporate income taxes, listed under the Scope of Work. (2) Creation of three matrix charts of suitable size and design for public presentation, to be used to compare vessel and citizen-mariner tax treatment under the U.S. flag relative to treatment under the foreign flags described under the Scope of Work. (3) Development of a short written report that contrasts major difference in registry tax treatment on vessels and citizen mariners in international trade and summarizes U.S. tax policies that may serve as disincentives to ship owners to place vessels in the U.S. register. All firms who possess the knowledge and are capable of performing the described work are encouraged to submit capabilities statements and price quotations at the designated address by 2:00 pm, eastern time, Wednesday, January 22, 2003 to Krista N. French, Contract Specialist. The statement of work is available upon written request to Krista.French@marad.dot.gov. The Government anticpates the cost of this study to be in the range of $20,000 to $40,000. A purchase order will be awarded to the firm who's cost and technical capabilities represent the best value to the government.
