- Peacekeeping/Capacity Enhancement/Surveillance Efforts - African Continent The Department of State (DOS) is seeking to award an Indefinite Delivery/Indefinite Quantity Contract, with Task Order requirements, supporting Peacekeeping/Capacity Enhancement/Surveillance Efforts within the African Continent. The estimated magnitude of this contract will be between $10 and $100 million over the next five years. The performance period of the anticipated contract will be one calendar year (base) and a potential for four option years (enacted in yearly increments). The Government reserves the right to award to either a single contractor or up to three contractors under this announcement. The scope of services under this contract will include, but are not limited to: support of peacekeeping initiatives by supplying training of specific countries' armed services to enhance their ability to deploy through air and sea, providing logistics support to peacekeeping missions, working with regional organizations to enhance their abilities to prevent, manage and resolve conflict and support peacekeeping and peace-building training and human rights monitors. The chosen contractor(s) shall supply some or all forward operating bases, transportation, field services, maintenance, communications, procurement of goods, supplies, other logistic requirements to support the peacekeeping/peace-building initiatives. In order to be eligible to perform under this contract, the selected contractor(s) must possess or be able to obtain a Department of Defense (DoD) Secret facility clearance (FCL), issued in accordance with the National Industrial Security Program Operating Manual (NISPOM), DOD 5220.22-M. Specifically designated personnel assigned to this contract must also possess a Secret personnel security clearance issued by the Defense Industrial Security Clearance Office (DISCO). Subcontractors which will require access to classified information must also possess a DoD Secret FCL. All selected contractors will be required to comply with security requirements as detailed in the NISPOM. If a selected contractor does not possess the necessary FCL, the Department of State will sponsor the firm for an FCL. Sponsorship does not guarantee that the firm will receive the clearance. A period of three calendar months from selection of the contractor will be allowed for the contractor to obtain the necessary FCL. After this period the Government may, at its discretion, consider awarding the contract to another firm. Firms which form joint ventures must also comply with the above FCL and personnel security clearance requirements.
