Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). Item 1 - Breathing Air Systems in accordance with the attached Statement of Work (exluding planned maintenance for a one-year period after successful completion of the acceptance tests and Options 1-4) and Appendixes A, B, C, and D. Item 2 - Installation of Breathing Air Systems and acceptance tests of Breathing Air Systems. Item 3 - Planned maintenance of Breathing Air Systems for a period of one year after successful completion of acceptance tests. Option 1 - Planned maintenance of Breathing Air Systems for a one year period starting one year after successfull completion of acceptance tests. Option 2- Planned maintenance of Breathing Air Systems for a one year period starting two years after successfull completion of acceptance tests. Option 3 - Planned maintenance of Breathing Air Systems for a one year period starting three years after successfull completion of acceptance tests. Option 4 - Planned maintenance of Breathing Air Systems for a one year period starting four years after successfull completion of acceptance tests. The provisions and clauses in the RFQ are those in effect through FAC 01-10. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Installation of the Breathing Air Systems at MSFC and successful completion of acceptance tests are required within 140 days after receipt of order. The DPAS rating for this procurement is DO-C9. Quotations for the items and options described above are due by 4:30 PM on January 29, 2003 and may be mailed or faxed to Timothy H. Carson, PS24-D, MSFC, AL 35812, Phone: 256-544-6689, Fax: 256-544-4857 and include, solicitation number, separate prices for Items 1-3 and Options 1-4, proposed period of performance for Items 1 and 2, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Quoters are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://procure.arc.nasa.gov/Acq/Forms/Index.html to submit a quotation. Quoters shall provide the information required by FAR 52.212-1. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin. The Representations and Certifications required by FAR 52.2l2-3 may be obtained via the internet at URL: http://ec.msfc.nasa.gov/msfc/pub/reps_certs/sats/ FAR 52.212-4 is applicable. Addenda to FAR 52.212-4 are as follows: 52.204-4, 52.211-15, 52.247-1, & 52.247-34. FAR 52.212-5 is applicable and the following identified clauses are incorporated by reference: 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-19, 52.225-1, 52.225-13, & 52.232-34. The FAR may be obtained via the Internet at URL: http://www.arnet.gov/far/ The NFS may be obtained via the Internet at URL: http://www.hq.nasa.gov/office/procurement/regs/nfstoc.htm Questions regarding this acquisition must be submitted in writing no later than January 8, 2003. Only one award will be made. Selection will be made on an aggregate basis (Items 1-3 and Options 1-4) to the lowest priced, technically acceptable quoter. Technical acceptability will be determined by information submitted by the quoter providing a description in sufficient detail to demonstrate that the product/service quoted meets all requirements included in the Statement of Work. Quoters must provide copies of the provision at 52.212-3, Offeror Representation and Certifications - Commercial Items with their quote. See above for where to obtain copies of the form via the Internet. An ombudsman has been appointed - See NASA Specific Note "B". It is the quoter's responsibility to monitor the following Internet site for the release of amendments (if any): http://prod.nais.nasa.gov/cgi-bin/eps/bizops.cgi?gr=C&pin=62 Potential quoters will be responsible for downloading their own copy of this combination synopsis/solicitation and amendments (if any). Interested parties must submit with their quotation a drawing/sketch depicting the design/configuration/layout of their proposed breathing air systems along with a short narrative describing how it will satisfy the requirements included in the Statement of Work. In addition, quotations shall include the specifications and manufacturers literature for the proposed Air Breathing Systems. Furthermore, the quotation shall include all required electrical and air supply hookups as well as any required facility modifications to accommodate the proposed Breathing Air Systems. Quotations that fail to include this information may not be considered for award. Interested parties may arrange for any onsite visit to MSFC to take a tour of the facilities where the Breathing Air Systems are to be installed. In order to arrange for a visit, please contact Mr. Tim Carson on or before January 8, 2003. Quotations shall include all costs associated with this effort, including but not limited to travel, labor, equipment, and required facility modifications, if any. This is a "turnkey" effort that may require facility modifications. The contractor will be required to notify the Contracting Officer not less than 14 days prior to starting any facility modifications or installation work at MSFC.
