Description

This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and a written solicitation will not be issued. The solicitation is being issued as a Request for Quotes, RFQ. The RFQ identification number is EMV-2003-RQ-0007. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001- 09. The procurement is a small business set aside. The NAICS Code applicable is 334290. The small business size standard is 750 employees. This RFQ shall result in a firm fixed price type procurement action, and the Contractor shall provide quotes for each Line Item. The Federal Emergency Management Agency is seeking to acquire a 48-Port Audio Conferencing System, Web Portal, and associated training on the use of the system. The system shall be a Spectel System 780 with 48 Ports, Internet Meeting Manager Web Portal, or approved equal. One year warranty on the system and portal shall convey. The system consists of the following: CLIN 0001: 1 Each, Spectel System 780 with 48 Ports, or Approved Equal. CLIN 0002: 1 Each, Internet Meeting Manager Web Portal, or Approved Equal. CLIN 0003: Training On Site for the System (Operational Training for 10 individuals). In accordance with FAR Clause 52.212-1, Instructions to Offerors Commercial Items, paragraph (b) (4), if an offeror intends to provide an equivalent system to the one described above, the offeror shall provide specifications/descriptive literature for the equivalent system for technical review by the Government. Failure of an offeror to submit descriptive literature for a proposed "or equal" product will result in that product being rejected from further consideration. Further, descriptive literature that fails to show the proposed product complies with the standards above will result in the rejection of that product. DELIVERY REQUIREMENTS: The system shall be delivered FOB Destination to the following address: Federal Emergency Management Agency, Mt. Weather Emergency Operations Center, 19844 Blue Ridge Mountain Road, Bluemont, VA 20135. Shipping shall include a packing slip stating the Order Number, Date Shipped, and Quantity. The Government desires the Contractor's best delivery schedule. The following Federal Acquisition Regulation (FAR) references apply to this acquisition: 52.212-1, Instruction to Offerors Commercial Items; 52.212-2, Evaluation Commercial Items (Award will be made to the responsible, responsive offeror whose quotation conforming to this solicitation is the lowest cost and technically acceptable offer.); 52.212-4, Contract Terms and Conditions Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, incorporating the clauses listed at subparagraphs 42.212-4 (a)(1) & (2), and b (5), (12), (13), (14), (15), (16), and (25). Offers must be signed, and include: (1) A price quotation on company letterhead for the requested items to include the RFQ Number, Manufacturer, Unit Price, and Extended Price, FOB, Approximate Shipping Time, and Correct Remittance Address. (1) If offering an equivalent product, appropriate product information that clearly documents that the offered products for CLINs 0001 through 0003 are functionally equivalent (or interchangeable as applicable) to the items as specified. (3) A completed copy of FAR 52.212-3, Offeror Representations and Certifications Commercial Items. Reference FAR clauses can be accessed on the Internet at the following website address: http://www.arnet.gov. Facsimile proposals are accepted at (540) 542-2631, but MUST be followed up by the hard copy, by mail. FAR Provision 52.215-5, Facsimile Proposals, is hereby included in this solicitation.
