Description
The United States Special Operations Command (USSOCOM), Special Operations Acquisition and Logistics Center, Directorate of Procurement, has a requirement to remove the ALQ-157 IR countermeasure system from the MH-53 aircraft and in its place install an infrared countermeasure (IRCM) system with a multi-band laser jamming energy source. Candidate IRCM system shall be non-developmental. The objectives of this task are to design, develop, and demonstrate an effective, flight worthy installation of the IRCM system on the MH-53 aircraft; appropriately modify the aircraft and install the IRCM system; and, support initial fielding and sustainment of the Group-B IRCM system. The MH-53 service life is being extended through 2014. IRCM hardware procured under this contract is intended for transition to the CV-22 aircraft as the MH-53s are retired. USSOCOM anticipates awarding an indefinite delivery/indefinite quantity task and delivery order type contract with firm fixed price, cost-plus fixed fee, and time and material contract line items. The estimated maximum amount of the contract is $135M. The funding is a combination of research and development, and procurement. The period of performance will be approximately four years from the date of award through December 2006. The contract may be structured for a base year and three option years or it may be a four year ordering period. Anticipated delivery schedule is FY04 and FY05. The North American Industry Classification System (NAICS) Code is 334511 and the small business size standard is 750 employees. The Department of Defense requires all contractors to be registered in the Central Contractor Registration (CCR) to receive solicitations, contract awards, or payments. The solicitation will be an unrestricted competitive procurement. USSOCOM intends to release the Request for Proposal online at the Federal Business Opportunities website in March 2003. All responsible sources may submit a proposal for consideration. USSOCOM intends to conduct an Industry Day in mid to late January 2003. A draft Statement of Objectives is expected to be released the first week of Janaury 2003.
