Description
The U.S. Geological Survey (USGS) anticipates entering into non-competitive negotiations with Microsoft Corporation for a short-term contract to develop documentation and manuals that allow for the operation and maintenance of the TerraServer, provide uninterrupted operations and maintenance of the TerraServer until award of a competed follow-on contract, and assist the government in the transition of the TerraServer from Microsoft to a competitively selected vendor. The TerraServer Web site was developed by Microsoft and partners through a Cooperative Research and Development Agreement (CRADA) between Microsoft and the USGS and is one of the world's largest online databases, providing free public access to a vast data store of maps and aerial photographs of the Unites States using USGS data and information. Microsoft, as the developer of the TerraServer, has unique knowledge of the design, implementation and operation of the system including, but not limited to, interactions and interfaces of the various software packages, special software developed to integrate the system, software developed to crop, compress and mosaic data for efficient Internet access, and hardward architecture. The USGS believes Microsoft is the only source that can meet the USGS requirements stated above. Firms who believe they can provide these services are invited to submit an affirmative response by e-mail to Melissa Gill (mgill@usgs.gov) within 45 days of the publication date of this notice in accordance with Numbered Note 22. All such responses will be evaluated in order to determine whether the firm can meet the requirements. An affirmative response shall include narrative that clearly demonstrates the capabilities of the interested party. This notice may represent the Government's only official notice of this procurement. See Numbered Notes 22.
