- Description
- NASA/MSFC plans to issue a Request for Quotation (RFQ) for test support for the advanced hydrogen peroxide MK-67 turbopump developed under Cooperative Agreement NAC8-193. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/MSFC intends to purchase the items from Boeing Service Company, 7404 Executive Plaza, Suite 200, Seabrook, MD 20706 under 10 U.S.C. 2304(c)(12) as implemented by FAR 6.302-1. This test support is a follow-on effort to Cooperative Agreement NAC8-193. The terms of the cooperative agreement allow for maintaining proprietary data between Boeing and NASA for 30 months. The test support will involve direct knowledge of the Boeing proprietary data. The Boeing Company has designed, engineered, and manufactured the turbopump through their previous cooperative agreement, and as such they have the unique knowledge needed for test preparation, test conduct and test analysis. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on January 2, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
