- Description
- This solicitation is a competitive set-aside for Small-Business certified 8(a) contractors with offices located in the area from Tampa to Cape Canaveral and South to Key West, Florida. The geographical work area to be covered is the lower Florida Keys. Work consists of all labor, materials, equipment, transportation, miscellaneous associated preparatory work and supervision to paint interior facilities. Primarily the facilities will be family housing, as well as barracks, offices, and medium industrial buildings. All supervisory and quality control personnel must be proficient in both English and Spanish. This is an Indefinite Delivery Indefinite Quantity (IDIQ) contract with one base year and an option for four one year options. For each year the minimum guarantee will be $50,000.00 and a maximum of $1,000,000.00 each year with a maximum of $5,000,000.00 over the life of the contract. Bonding will be required. The Government intends to award this contract to the responsible offeror submitting the proposal considered in the best interest of the Government using the Best Value continuum process. The Government will evaluate proposals using source selection procedures with the intent to award a firm-fixed price IDIQ contract to the responsible offeror whose proposal conforms to the solicitation as the ?Best Value? to the Government, price and technical factors considered. The Government requires the contractors to submit a price and technical proposal. Each proposal shall contain the offeror?s best technical proposal and best price. Award will be made to the offeror whose technical and price proposal offers the best overall value to the Government, without discussions of such offers. Proposals shall include sufficient detailed information to allow complete evaluation. The following criteria, listed in order of importance, will be used in the selection process: Factor A. Specialized Experience: 1) Prime and all Subcontractors in work similar in scope this contract?s requirements. 2) Prime and all Subcontractors in work located in the lower Florida Keys or a similar remote high-cost semi-tropical area with limited housing and labor pool. Factor B: Past Performance of the Prime and all Subcontractors: Past Performance/ratings of Government agencies and private industry contracts in terms of, 1) schedule compliance, 2) quality of work, 3) acceptability of work, 4) flexibility to accomplish the work specified under changed conditions. The Solicitation will be issued on or about 02 Jan 2003. The Site Visit will be 15 Jan 2003. Proposals will be due on or about 02 Feb 2003. The contract will be awarded on or about 02 Mar 2003. Work will start on-site on 01 Apr 2003. Offeror?s must be registered in the Contractor?s Central Registration (CCR) in order to participate in this procurement. The NAICS Code is 235210 and the Size Standard is $12.0 million
