- Description
- Subject to the availability of funds, VAMC Alexandria LA plans to negotiate a sole source agreement with Cenla Alcohol & Drug Abuse Council, DBA Rainbow House Detox, 401 Rainbow Drive, Unit 26, Building 89, Central La State Hospital Grounds, Pineville LA 71360. This agreement provides a place for veteran referrals to stay while undergoing outpatient Chemical Dependency Therapy at the Department of Veterans Affairs Medical Center Mental Health Clinic, Alexandria LA.=20 Services include sleeping facilities, two meals a day when veteran is undergoing therapy at VA, three meals on other days, transportation to and from VAMC, laundry facilities, and social interaction compatible with a drug and alcohol free environment. Contract Term is twelve months from date of award (award will not be considered until a firm budget is established)with no optional terms. Services may be extended for six months with mutual agreement between Rainbow House Detox and VA Medical Center Director of Behavior Health. This is a commercial requirements service procurement with estimated quantities. Based on historical data, the average need is 8-10 beds each night, seven nights each week. The length of care for a referral will range from one (1) to forty-two (42) days depending upon the need of the patient as mutually determined by the patient, and the VA CDOP Clinic. Charges are all inclusive with one daily firm-fixed price for all services, paid by VA. Neither the patient nor any other third party may be billed for any services. The Department of Veterans Affairs Medical Center will inspect the social detoxification center and all appurtenances before award and on an annual basis thereafter for fire, safety, sanitation and other standards. The contract facility must be in attractive surroundings conducive to social interaction and the fullest development of the resident and of the resident=92s rehabilitative potential. Contractor staff providing services shall be at levels mutually agreed upon which are compatible with the safety of the referral and personnel. The Contractor shall have at least one staff member on site at all times. No medical staff/care are required. =20 The Contractor will comply with the VA Patient=92s Bill of Rights as set forth in section 17.2-3a, title 38, Code of Federal Regulations. All referrals shall be capable of self-preservation, and in emergency situations, will have sufficient capability to recognize physical dangers, sufficient judgment to recognize when such danger requires immediate egress from the group residence, and sufficient physical mobility to accomplish such egress. Rainbow House is located approximately two miles from this medical center and is the only known such facility within a fifty mile radius. This agreement will provide housing for veteran referrals for essential chemical dependency treatment. This new initiative is subject to the availability of FY 2003 funds.=20
