- Description
- NASA/KSC plans to issue a Sole-Source Request for Quotation (RFQ) for eight (8) Navigational Set Units. NASA/KSC intends to purchase the items from Telephonics Corporation, Farmingdale, NY, in accordance with the statutory authority 10 U.S.C. 2304 (d)(1)(B). This is a sole-source procurement under the authority of FAR 6.302-1. Telephonics Corporation is the only known responsible source that can provide the Navigational Sets compatible with NASA existing Microwave Scanning Beam Landing System (MSBLS). Award to any other source would likely result in substantial duplication of cost to the Government that is not expected to be recovered through competition and unacceptable delays in fulfilling NASA requirements. The Government intends to acquire a commercial item using FAR Part 12. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). This notice of intent is not a request for quotation (RFP) for competitive quotes. Interested organizations may submit their capabilities and qualifications to perform the effort in writing by mail, fax or email to Ms Teri Jackson not later than 12 NOON Eastern Standard Time on Wednesday, November 27, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
