Description
Notice that the General Service Administration, FTS Region 10, 4040 Wheaton Way Suite 111, Bremerton, WA. 98310 intends to negotiate and award an urgent sole source purchase order with Evidence Based Research, Inc. under authority of FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. A justification for Other than Full and Open Competition has been prepared in support of this acquisition. This request is considered to be sole source to Evidence Based Research, Inc.; therefore, no solicitation will result from this announcement. However, interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct competitive procurement. All price quotations shall be submitted to Catherine Holland, no later than 2:00 P.M., PST, November 26, 2002. All interested parties may request a copy of requirements by contacting Catherine Holland via email. Price quotations may be sent via either facsimile to (360) 782-2061 or by email to Catherine.Holland@gsa.gov No telephone requests for this RFQ will be honored. Numbered Note 1 & 22 applies. SYNOPSIS Joint Counterintelligence Assessments and Technology Group (JCAG) War Room This initial examination of a War Room Team-Based Analysis approach for the conduct of counterintelligence analysis will focus on the JCAG Foreign Visitor program to monitor and track foreign visitors to Department of Defense (DOD) facilities. This project will consist of a two-month effort to: ? Determine JCAG requirements and to map out the decision process related to the Foreign Visitor activity; ? Examine an initial data set to produce ?real world? CI scenarios using the existing Technology Sector Operations Center (T-SOC) infrastructure. ? Examine and recommend additional tools and methodologies which can further address the JCAG requirements; ? Recommend an overall war room architecture for meeting JCAG?s needs. This effort is meant to demonstrate a ?real world? utility to JCAG?s CI analytical efforts (within a 2-month timeframe), as well as provide a foundation in which to build an optimal analytical war room addressing JCAG?s current and future needs. Any further requirements will be fully competed.
