Description
Description: This procurement is 100% set aside for small business. The NAIC is 562111. This requirement is being offered for competition limited to eligible Small Business concerns. The intention of this solicitation is to obtain solid waste collection and disposal services and commercial recycling services for Government installations within the Greater Metropolitan Washington Area. For purposes of this contract the current government Installations are, but not limited to: National Naval Medical Center, Bethesda, Md.; United States Naval Research Laboratory, Washington, DC; United States Naval Research Laboratory Chesapeake Bay Detachment; United States Naval Observatory, Washington DC. The contract vehicle will be a combination of fixed price and indefinite quantity contract. The cost range is between $2 million and $2.5 million for the base performance period and options. The contractor shall furnish all labor, supervision, materials supplies and equipment necessary to provide: Scheduled Recycling, Waste Collection and Disposal and Unscheduled Recycling , Waste Collection and Disposal. It is anticipated that the solicitation document RFP N62477-03-D-0003 will be available on or about 6 December 2002. The solicitation will provide the best value to the government, and not necessarily the lowest price. The solicitation will provide the specific requirements for submission of offerors. Offerors will be evaluated on relevant experience, technical capability, support for Small Business program, past performance and price. Interested parties can obtain a copy of the solicitation via http://www.esol.navfac.navy.mil/ The website is free and provides instructions for downloading the solicitation file. Potential offerors will be responsible for downloading a copy of the solicitation, and also for monitoring this site for the release of the solicitation amendments. The closing date and time for receipt of proposals will be on or about January 10, 2003 at 2 PM. The date, time and location of the pre-proposal conference will be provided in the solicitation. Interested parties are encouraged to sign up for the pre-proposal conference using the ESOL website listed above. All contractual and technical inquiries or questions must be submitted in writing to the Contract Specialist via email: dickensdh@efaches.navfac.navy.mil. The successful offeror must be registered in the Department of Defense Central Contractor Registration (CCR) database. Offerors not already registered are encouraged to do so via www.ccr.gov/ or by calling 1-888-227-2423.
