Description
17. The Naval Sea Systems Command, Washington Navy Yard, DC, anticipates awarding a one year sole source, fixed-price contract to Raytheon Electronic Systems, Integrated Defense Systems (IDS), Keyport, WA for the procurement of the second Low Rate Initial Production (LRIP) purchases of MK 54 lightweight torpedoes. The MK 54 torpedo is a modular upgrade to the U.S. Navy lightweight torpedo inventory, combining existing MK 46 Mod 5A(S) hardware with subsystems of the MK 50 and MK 48 ADCAP torpedoes, and commercial off-the-shelf processor components. Also contemplated in this procurement will be the purchase of associated spares, proofing support and material, turnaround kits, data, redesign efforts and engineering services. This entire procurement will provide the U.S. Navy with additional air and surface deliverable torpedoes and support services to combat existing submarine threa ts. It is anticipated that this solicitation, in concert with the current funding stream and government estimate, will allow U.S. Navy to procure torpedo quantity ranging from approximately 12 to 30 units, along with associated services, to meet their testing and IOC requirements. This level of procured units and their accelerated production schedule are necessary to satisfy expedited test firing requirements and normal projected in-water losses to support completion of the initial test program. As the co-designer and developer of the MK 54 Torpedo from Engineering and Manufacturing Development (E&MD) through LRIP Phase I, Raytheon (Keyport) is the only source with the design familiarity, proven vendor base, demonstrated production processes and existing facilities and tooling required to meet the Navy?s urgent MK 54 test plan requirements. In addition, current manufacturing of MK 54 torpedoes is a joint effort between the experienced torpedo contractor (Raytheon), the U.S. Navy depot (NUWC, Keyport) and the U.S. Navy design agent and operational software developer (NUWC, Newport). This joint manufacturing process continues to maintain unique skills and processes that are tailored to the existing low rate, highly complex torpedo production process.
