- NA The Assistant Secretary of the Army for Installations and Environment, has a requirement to establish a long-term business relationship for the purpose of improving and sustaining military family housing communities on the island of Oahu in Hawaii. This re quirement will be satisfied through the Army Housing privatization program known as the Residential Communities Initiative (RCI). RCI operates as part of the Congressionally authorized Military Housing Privatization Initiative (MPHI). RCI employs best co mmercial practices in management, development, construction, maintenance and operation to meet the Army?s long-term needs for military family housing. The Army will award a contract to the selected offeror to work with the Army to create a Community Devel opment and Management Plan (CDMP) that will describe a 50-year plan to develop, re-develop, construct, maintain and operate the housing assets of the Hawaii RCI Project. The Hawaii RCI Project will include military family housing at Fort Shafter, Schofiel d Barracks, Tripler Army Medical Center, Aliamanu Military Reservation, Wheeler Army Airfield, and Helemano Military Reservation, Hawaii. Once the CDMP is accepted, the Army intends to implement the CDMP using the same awardee. The Army will solicit this requirement on an unrestricted basis using a Request for Qualifications (RFQ) format under solicitation No. DACA31-03-R-0001. The Army intends to publish the Hawaii RCI Project RFQ in approximately 15 calendar days on or about T hursday December 5, 2002. The RFQ will initially seek, from interested offerors, a five-page submission addressing three Minimum Experience Requirements (MERs). The closing date for receipt of MER submissions will be on or about December 20, 2002. Upon conclusion of the evaluation of the MERs, a notice will be issued to those offerors who have satisfied these three requirements that they are eligible to further compete for the Hawaii RCI Project. Offerors will then have 60 calendar days to provide their full Statement of Qualifications (SOQ) as outlined in the RFQ. The Hawaii RCI Project RFQ and amendments will be available at the Army RCI web page at http://rci.army.mil. Selecting the ?Hawaii RFQ? button from the Army RCI web page will allow offerors to view and download the RFQ and amendments. Prospective offeror s will be requested to register. Registered offerors will receive electronic notification when amendments are posted to the web page. The document room, containing specific information on the Hawaii RCI project and existing military family housing assets, will be open when the RFQ is published. Detailed information and points of contact for the document room will be included in the Hawa ii RFQ. The Army intends to provide a CD-ROM containing all of the information available in the document room for interested firms. The Army will only respond to questions about the RFQ if they are received by electronic or facsimile medium. The Army will not reply to any question submitted later than 10 days prior to a submission deadline. All comments or questions by e-mail should be directed to tracy.fetchik@usace.army.mil.
