Description
The National Institute of Allergy and Infectious Diseases intends to negotiate for a seven-year contract with the University of Texas Medical Branch, Galveston, TX. The nature of the contract is to maintain the Arbovirus Reference Collection, and support research and service activities of the World Reference Center for Arboviruses, which are both located at the University. The activities conducted by the WRCA include: (1) virus identification and characterization; (2) investigation and diagnosis of disease outbreaks; (3) preparation and distribution of certified virus stocks and reagents; (4) development of new animal models of arboviral diseases, (5) training professional and technical personnel from any region of the world in arbovirus techniques and (6) dissemination of information on arbovirus taxonomy, diagnostic techniques and disease outbreaks. Because of the WRCAs extensive virus reference collection, unique diagnostic capabilities and contacts with virologists and public health laboratories throughout the world, it is uniquely qualified to perform this work. The University of Texas has spent 29 years establishing and maintaining the Arbovirus Reference Collection and the WRCA. This expertise and experience are essential to the effort. The public health importance of the proposed work makes delays in initiating and completing a new Arbovirus collection and WRCA unacceptable. Also, competition is unfeasible, because it is more cost effective to maintain the current Arbovirus collection and the WRCA at the University of Texas than to duplicate it elsewhere. Therefore, the government intends to proceed with a sole source award under the authority of 41 U.S.C. 253 (c) (1) as set forth in FAR 6.302-1. See Government-wide Numbered Note 22.
