Description
The purpose of this notice is to provide information regarding the Federal Emergency Management Agency's (FEMA) plans for updating and digitizing FEMA's flood map inventory. This effort is in support of FEMA's National Flood Insurance Program Map Modernization Plan. Since 1968, nearly 90,000 map panels have been published for some 18,000 communities nationwide. The Flood Insurance Rate Maps (FIRMs) are used an estimated 30 million times by lenders, community officials, insurance agents, and all levels of government in land use and mitigation planning. Over 75% of the FIRMs are at least 10 years old, 35% were issued more than 15 years ago, and many flood prone communities have never been mapped. Additionally, most of the flood map inventory was developed using antiquated manual cartographic techniques. Only a small percentage has relied on current digital and Geographic Information System (GIS) technology. Historically, map development of this type has been done by the Architectural and Engineering profession under contracts awarded using the AE source selection process in the Federal Acquisition Regulation Part 36, commonly known as the Brooks Bill process. The introduction of GIS technology and the renewed emphasis on the use of performance based contracting makes it prudent to develop an acquisition strategy that includes evaluation of all acquisition methods including the Brooks Bill process, full and open competition, and the use of established Federal Supply or Government Wide Acquisition Contracts. To this end, FEMA will conduct market research with a representative number of contractors in various professions along with industry representatives and stakeholders to investigate current market best practices, limitations etc. in the program management, engineering, and technology areas. Upon completion of this market research, FEMA will develop an acquisition strategy to conduct the acquisition in the most efficient and effective manner.
