- SOURCES SOUGHT ANNOUNCEMENT: STABILIZED 25MM GUN SYSTEM Naval Surface Warfare Center (NSWC), Port Hueneme Division (PHD) Louisville Detachment is seeking sources to participate in a firing demonstration of stabilized 25mm gun systems. This demonstration is FOR INFORMATION ONLY and no contracts will be awarded by NSWC, PHD, Louisville Detachment as a result of this demonstration. The information obtained from the demonstration will be used to exercise operational concepts and to validate parameters of a performance specification that could potentially be used to procure stabilized gun mounts. The non-developmental item (NDI) stabilized gun systems sought for the demonstration shall be tested with the M242 25mm Cannon utilized on the in-service MK 38 Machine Gun System and shall be equipped with an integrated electro-optical sight. The gun system shall be capable of opera tion from a remote console. The working circle (excluding the gun barrel) shall not be greater than 105 inches in diameter. The gun system shall not require deck penetration, with the exception of power and control cabling and shall mount on the existing MK 38 MGS foundation. The demonstration is to consist of two parts; Part 1 will be a land-based engineering assessment and Part 2 will be conducted at-sea aboard a Navy ship after the Part 1 engineering assessment. Part 2 will include firings against simulated small boat threats. The supplier shall provide operator training for the engineering assessment at NSWC PHD Louisville and aboard ship. The supplier shall maintain the gun system for the duration of the demonstration. The supplier shall provide all transportation of the gun system during the demonstration. This will include transportation to NSWC PHD Louisvi lle, to the demonstration site(s) and, upon completion of the demonstration, back to their facility from a yet to be determined CONUS Fleet location. The supplier shall also provide information to NSWC PHD Louisville in order to plan the installation aboard ship and in order to obtain approval for shipboard testing from the Weapon System Explosives Safety Review Board. The Navy will reimburse the supplier for reasonable labor and travel expenses for on-site training and maintenance support during the duration of the demonstration. The Navy will reimburse the supplier for reasonable gun system transportation expenses only from Louisville to the demonstration site(s). The expected on-site training and maintenance support requirement is one week in Louisville for the engineering assessment and four weeks for the shipboard portion of the demonstration. The Navy will provide an M242 cannon, associated gun control electronics and ammunition for the duration of the demonstration. The Navy will also provide services required to install/remove the gun systems at the test locations. Interested parties should contact John Walker, Contracting Officer, (502) 364-5280, WalkerJR@NSWCL.Navy.Mil, no later than 25 November 2002 to commit to participate in the demonstration. Those participating in the demonstration must provide Interface Control Drawings defining the ship/gun system interfaces and cost reimbursement requirements to John Walker by 4 December. Cost requirements will be evaluated and agreed upon prior to the demonstration. The gun system shall be delivered to NSWC PHD Louisville by 3 February 2003, for a 90 day period, to participate in the demonstration. Participation of non-US companies in this demonstration are subject to the requir ements and restrictions of DFARS Section 225. Participation requires the supplier to demonstrate appropriate insurance coverage for the gun system. Further information may be requested from John Walker, (502) 364-5280.
