- Description
- This synopsis supercedes "Presoliciation Notice" N00024-02-R-6160 issued 11 June 2002. The Naval Sea Systems Command (NAVSEA) has a requirement to provide engineering, logistics, and technical support services at the Pacific Missle Range Facility (PMRF), Barking Sands, Kauai, Hawaii. The contractor will be required to provide site support services including coordinating installation and testing systems;providing initial or upgraded system technical and procedural documentation;conducting research and preparing Universal Docmentation System (UDS)documentation;preparing planning documents incorporating those elements required at the PMRF;providing program management support services that involves conducting liaison with other agencies; attending meetings and providing support presentations and briefings. Tasks will include conducting site surveys and preparing related reports, providing recommendations for utilization and placement of system assets and equipment;support coordinating U.S. Navy, Missile Defense Agency and other Test and Evaluation (T&E) program tests including subsurface, surface air launched weapons systems, Unmanned Aerial Vehicles (UAVS), and ballistic missile targets. This effort consists of support services at Government and off-site facilities. The primary support location will be PMRF and the Hawaiian area. Related sites may include Wake Island, Johnston Island, Midway Island, Reagan Test Site (Kwajalien Missile Range), Kodiak Island, AK, White Sands Missile Range, NM, Naval Base Ventura California, CA, Space and Missile Systems Center, Detachment 12, Albuquerque, NM, and Vandenberg Air Force Base, CA. Some requirements being supported will require a few personnel to have access to Communications Security (COMSEC) related jo int Department of Defense (DOD) and other Government agency weapons systems information at the TOP SECRET Level. Periodically, the same type of support shall be required at other Government facilities outside the Hawaiian area. The Navy is seeking the following information from potential offerors: the ability to provide 55 man-year support services for a period of five years, of which 70-85% must be resident on the island of Kauai Hawaii; the ability to support PMRF related missions and tasks at satellite locations; documented sea test range contract experience (include point of contact information); the ability to perform under NAVSEA clause "Organizational Conflict of Interest (NAVSEA) (NOV 1996). In addition, include your busi ness size (small or large) based on North American Industry Classification System (NAICS) code 541330 (size standard $23M average annual receipts over a period of three (3) years). The electronic narrative submission shall be typed in Times New Roman font with 12-point type size and not exceed five (5) pages. A page is defined as one side of a sheet 8 1/2 by 11 inches.
