Description
The purpose of this notice is to inform interested parties that the Naval Air Systems Command (NAVAIR), Patuxent River, Maryland, intends to issue an order under Basic Ordering Agreement (BOA), N00019-02-G-0350, on a sole source basis with Raytheon Company, 7700 Arlington Blvd., Falls Church, Virginia in support of the Unmanned Aerial Vehicle (UAV) Tactical Control System (TCS) program. The order will consist of: requirements development of Pioneer software modules for inclusion into the TCS software for control of the Pioneer Improvement Program (PIP) air vehicle, Tactical Common Data Link (TCDL), and payload; design, code, and test of these software modules; integrate these software modules with the TCS software; and test the TCS software for control of the PIP vehicle, TCDL, and payload. In addition to these tasks, this order will include sustaining the Pioneer software modules to incorporate correction of deficiencies identified during: the integration of the TCS software with Pioneer software modules into the Pioneer ground control station (GCS); test of the GCS; the PIP's flight clearance process; and contractor and government flight tests of Pioneer under TCS control. Raytheon Company is the only known source that possesses the knowledge of TCS design and operation requirements, capability, and expertise required to successfully provide these supplies and services in an accurate and timely manner. The estimated period of performance is January 2003 to September 2004. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.
