- This requirement is being issued by GovWorks under the franchise authority of the Department of the Interior (DOI) on behalf of the African Development Foundation (ADF). GovWorks/DOI intends to issue a Commercial Item Contract. This is a combined synopsis/solicitation for commercial items prepared under FAR Part 13.5 - Test Program for Certain Commercial Items, and prepared in accordance with the Subpart 12.6, as supplement with additional information included in this notice. The announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. The following provisions and clauses apply to the acquisition: 1) 52.212-1, Instruction to Offers-Commercial (Oct 2000); 2) 52.212-2, Evaluation-Commercial Items (Jan 1999); 3) 52.212-3. Offeror representations and Certifications-Commercial Items (April 2001); 4) 52.212-4, Contract Terms and conditions-Commercial Items (Feb 2002); 5) 52.212-3, Offeror representation and Certification-Commercial Items (April 2001); 4) 52.212-4 Contract Terms and conditions-Commercial items (Feb 2002); and 5) 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (Dec 2001). The African Development Foundations intends to negotiate a firm fixed price acquisition of a vehicle for its partner organization in Gaborone, Botswana. This vehicle is to be a new Toyota Landcruiser, model HZJ105R-GCMRS, right hand drive, 4 wheel drive, air-conditioning, power assisted steering, high altitude compensator, Engine: - 4164 cc diesel engine, engine mount: front longitudinal; 6 cylinders in-line OHC, 12 valves; Power - 96Kw (131hp) @ 3,800 rpm; Torque - 285 NM @ 2,200 rpm; fuel tank capacity - 95L: Transmission - 5 speed manual; four wheel drive; 5 forward gears, floor mounted; high-low transfer case; free wheel hub, manual: Specification - 10 seater to full specifications for operating in Botswana with the following standard equipment. General Information - 5 door station wagon, back door swing-out type, GVW: 3160 Kgs: Brakes/Tyres - front - hydraulic ventilated disc, rear - hydraulic drum; tyres: 235/85 R16, tubeless: Electrical - 12V system, battery - 55AH; Alternator - (D) 70 A; Ignition: electronic: Dimensions: LxHxW: 5185 x 1925 x 1940, Wheelbase: 2850 mm; ground clearance: 230mm. Standards specifications include - air cleaner, cyclone, w/pre-cleaner; air cleaner warning; air conditioner, non CFC; bumper step; cigarette lighter; clock-digital; door mirrors-left and right; engine protection; headlamps; halogen; headrests, front & rear (n/a w/3rd row); heater w/defroster, front & rear; lockable glove box; mudguards FR & RR; owner's manual, English; power steering; audio A/F/S, ETR, CST (L), CH, 2SP, rust protection: treated; seat belts, FR & RR; side impact protection; spare wheel full size w/lock; sun visors D+P; tachometer; tool kit with Jack & Crank handle; towing hook w/ Pintle hook; Upholster, vinyl: window wiper FR Intermittent; window washer; windscreen, laminated, green; fuel tank, sub tank Also required is a two year spare parts kit containing: 1 engine gasket kit; 9 pre fuel filters; 2 front brake pad kits; 2 rear brake shoes; 1 head gasket; 1 thermostat gasket; 12 air filter; 6 glow plugs; 9 fuel filters; 6 nozzles; 4 front shock absorbers; 4 rear shock absorber; 6 RH front wiper blades; 6 LH front wiper blades; 3 RH rear wiper blades, 3 LH rear wiper; 2 air pump/mano (Dble Cyl); 189 oil drain plug gaskets, 18 oil filters; 2 fan belts; 1 thermostat; 2 air conditioning belts; 2 bulb/fuse kit, 4 Tubes 235/R16 (215/225R16); 4 tyres - Bridgestone 235/85R16 D6. Contract Award - Award shall be made to the responsible offeror whose offer, in conforming to this RFP, provides an overall best value to the Government. The Government's objective is to receive the vehicle as soon as possible, at a realistic and reasonable cost. How to Respond: Offerors shall submit their proposal in English via fax or e-mail to Sharon Teger. Proposals must be in US dollars. The proposal must include all shipping and preparation costs. They must include the date the vehicle will be ready to delivery. Only proposals containing all specifications will be considered by the Government. Proposals are to be received not later than 5:00 PM EST, Monday, November 25, 2002. Time of receipt of submissions will be determined by the time received in the Procurement Operations Branch, Herndon, VA.
