Description
This requirement is being issued by GovWorks under the franchise authority of the Department of the Interior (DOI) on behalf of the African Development Foundation (ADF). GovWorks/DOI intends to issue a Commercial Item Contract. This is a combined synopsis/solicitation for commercial items prepared under FAR Part 13.5 - Test Program for Certain Commercial Items, and prepared in accordance with the Subpart 12.6, as supplement with additional information included in this notice. The announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. The following provisions and clauses apply to the acquisition: 1) 52.212-1, Instruction to Offers-Commercial (Oct 2000); 2) 52.212-2, Evaluation-Commercial Items (Jan 1999); 3) 52.212-3. Offeror representations and Certifications-Commercial Items (April 2001); 4) 52.212-4, Contract Terms and conditions-Commercial Items (Feb 2002); 5) 52.212-3, Offeror representation and Certification-Commercial Items (April 2001); 4) 52.212-4 Contract Terms and conditions-Commercial items (Feb 2002); and 5) 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (Dec 2001). The African Development Foundations intends to negotiate a firm fixed price acquisition of a vehicle for its partner organization Zimbabwe Development Foundation Trust in Harare, Zimbabwe. Shipment should be via Durban, South Africa as nearest seaport with customs clearance in Durban and overland freight forwarding provided from Durban to Harare, Zimbabwe. This vehicle is to be a new Mitsubishi Pajero 3.2 GL STW High-Roof, 4x4, Model Code: V36VHNDR, RHD- right hand drive, Manual-gears, 5 speed, dual range. Engine: 4 cyl - 2,835 cc. Power 96 BHP (71Kw) a5 4000 Rpm - cooling systems liquid: Fuel - Diesel - fuel tank; 92 I; Electrics - 12 V - battery 64 Ah - Alternator 50A: Transmission - manual - gears 5-speed, manual, dual range: suspension - heavy duty - font torsion bar - rear leaf: brakes - front disc - rear drum: tires 205R16-6PR radial - rim type - steel disc: doors - 5: Seats 9-front separate (1+1) - Rear: Bench (3+2x2): Upholstery - cloth: Wheel base 2,725mm: Ground clearance 210mm. Contract Award - Award shall be made to the responsible offeror whose offer, in conforming to this RFP, provides an overall best value to the Government. The Government's objective is to receive the vehicle as soon as possible, at a realistic and reasonable cost. How to Respond: Offerors shall submit their proposal in English via fax or e-mail to Sharon Teger. Proposals must be in US dollars. The proposal must include all shipping and preparation costs. They must include the date the vehicle will be ready to delivery. Only proposals containing all specifications will be considered by the Government. Proposals are to be received not later than 5:00 PM EST, Monday, November 25, 2002. Time of receipt of submissions will be determined by the time received in the Procurement Operations Branch, Herndon, VA.
