- THIS IS NOT A REQUEST FOR PROPOSALS AND DOES NOT COMMIT THE GOVERNMENT TO AWARD A CONTRACT NOW OR IN THE FUTURE. NO SOLICITATION IS AVAILABLE AT THIS TIME. BASED ON RESPONSES RECEIVED FROM THIS SOURCES SOUGHT, THIS ACQUISITION MAY BE SOLICITED AS A 100% SMALL BUSINESS SET-ASIDE, NAICS CODE 541710, WITH A SIZE STANDARD OF 500 EMPLOYEES. The Division of Microbiology and Infectious Diseases (DMID), National Institute of Allergy and Infectious Diseases (NIAID), NIH, DHHS, is conducting a market survey to determine the availability and capability of small business firms able to design, develop, maintain, and continuously update scientific databases for five (5) or more micro-organisms. Multiple awards are contemplated. Organisms of particular interest are the NIAID Category A-C priority pathogens (http://www.niaid.nih.gov/dmid/bioterrorism/bandc_priority.htm) and those causing emerging and re-emerging diseases. The ability to integrate scientific expertise and research capabilities with advanced computer and engineering technologies is emphasized. Bioinformatic Resource Centers will provide the scientific community with research resources, which will provide access to a large amount of genomic and related data to facilitate the identification of potential targets for the development of vaccines, therapeutics and diagnostics. These databases will also enable comparative analysis of genomes to allow the identification of genetic polymorphisms that correlate with phenotypes such as pathogenicity, drug resistance, morbidity and infectivity. The databases must be accessible to the scientific community via an Internet website, serving as international resources for both genomic sequence data and related functional data. In their capability statement, the contractor must demonstrate the following minimum capabilities: (1) ability to design, develop and establish the schema and structure for a web-based, stable, relational, multiple organism database. (2) ability to populate the database with genomic data and related data types and analyze and query genomic data, translated nucleotide sequences and other data types (3) ability to establish and maintain an analysis resource for the database which will provide, develop and enhance analytical research tools (4) demonstrated ability to establish strong collaboration with the relevant scientific community including domain experts in microbiology, infectious diseases, parasitology, and other appropriate experts (5) ability to establish a Scientific Advisory Committee (SAC) in conjunction with the Project Officer composed of leading scientists knowledgeable in a broad range of genomics and bioinformatics research areas and relevant expertise in microbiology, immunology, parasitology and infectious diseases. The SAC shall provide advice to the Contractor and to the NIAID on the needs of the particular scientific community regarding the database and the analysis resource. It is anticipated that the period of performance for the contracts will be five (5) years each with an estimated level of effort of approximately 29,120 hours per year. Information submitted should be pertinent and specific in the technical area under consideration, on each of the following qualifications: (1) Scientific and Technical Merit: Plans and methods to design and develop database structure, including internet access with central website for the database and analysis resource; plans to establish and maintain a web-based, relational, stable, curated database containing complex data, including collecting and populating the database and analyzing and querying data. Plans to establish and maintain an analysis resource for database; plans to establish strong collaboration within the scientific community (2) Personnel and Experience: Documented scientific training, experience, ability, leadership and time commitment of PI and technical staff to successfully manage the project. Organizational capability to develop and support complex and interdisciplinary programs, especially in area of software engineering, database design and development, web site design and maintenance, and integration of these fields with areas such as microbiology, infectious diseases, genomics and functional genomics and computational biology (3) Facilities and Resources: Availability and adequacy of the facilities and resources necessary to support all phases of the project, including computational facilities and support. Any other specific and pertinent information as pertains to this particular area of procurement that would enhance our consideration and evaluation of the information submitted.
