Description
R-A76 Support Study for USDA, Farm Service Agency. The United States Department of Agriculture (USDA) , Farm Service Agency (FSA) is issuing this Request for Information for interested parties who could provide contract services of the functional areas (1) Debt Management; (2) IMPD; (3) Human Resource-Employee Development following locations; (4) Human Resource-Training and Development; and (5) Loan Operations-Organization and Business Function. The locations of these functional areas are: (1) FSA/WDC, 1400 Independence Ave. SW, Washington, D.C. 20250; (2) FSA/KC, 6501 Beacon Drive, Kansas City, MO 64133; (3) FSA/St. Louis, 4300 Goodfellow, St. Louis, MO 63120. Any vendor responding to this Request for Information must address the following: (a) Is this an item that is customarily available in the commercial marketplace. If so, what commercial terms and conditions would be applicable;(2) Discuss corporate ability, capability and capacity to meet the five functional areas. For example, organizational management services for same or similar requirements; (3) Provide companies size and status; (4) If small business, would a Joint venture be necessary to support geographic dispersion and/or functional capability for all areas. If large business, would it be necessary to subcontract parts of this effort to a small business; (5) Identify best practices, performance indicators, measures and incentives used for same or similar requirements and any recommendations for this initiative. (6) Recommended contract type for this requirement; (7) Recommended matrix-performance work measurements; (8) Critical issues, risk areas or other noteworthy issues to consider for deploying this initiative and (9) timeframe for proposal submission. Below is a description of requirements for the attached the five functional areas for consideration.
