Description
This is a combined synopsis/solicitation for commercial items identified below, prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This solicitation number: 3011265102-00002, is issued as a Request for Quotation (RFQ), and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2001-09. This procurement shall be a Small Business Set-Aside. USDA, ARS intends to award the 9 lined items listed below as sole source acquisition. The North American Industrial Classification Code (NAICS) code is: 335312 with a small business size standard of 500 employees. The Manufacturer of the 9 lined items listed below is: C.W. Brabender Instruments, Inc. - who is located in South Hackensack, New Jersey - and the contact person is: Kevin Van Allen. Kevin Van Allen can be reached at phone number 1-201-343-8425, extension: 1, then extension: 13. Delivery shall be FOB Destination to Beltsville, Maryland 20705 within 60 days after award. The following are the specific minimum requirements for the 9 lined items listed below: 1. Part number: 08-38-000, Item: Prep-Center, Model D-52-T, Table Top Unit which shall: Operate/Function as a drive for the currently exisiting C.W. Brabender, Instruments, Inc. 3-Piece mixer measuring head - which has the part number: 02-33-000, with Serial Number: A.A.1119 S.B.); Shall have universal coupling to operate all accessories; Shall be a table top sample preparation center with adjustable feet; Shall have 5 hp, direct current SCR control with stepless variable speed with reverse jog; Shall have a digital RPM indicator with 150 RPM maximum; Shall have a DC ammeter; Shall have a constant output of 1800 inch-lbs; Shall have power requirements of: 230 VAC, 25 amp, 60 mhz, single phase. 2. Part number: 13-74-000A, Item: Temperature control/pressure readout console, 5 inches by 19 inches; and shall: Be wired with all electrical connectors and components for the following: Four Precision temperature controllers that are PID loop microprocessor based, with a maximum of 400 degrees celsius, and have an automatic power adjusting feature; Shall have One digital dual pressure/temperature indicator/signal conditioner; which shall be used with J type thermocouple up to 500 degrees celsius, microprocessor base, LED Display, dual low or high pressure alarms, analog output for pressure and temperature with recorder lead wire; and one three-zone air cooling system consisting of an air manifold, filter, pressure regulator, and solenoids; Shall have power requirements of: 230 VAC, 37 amp, 60 mhz, and single phase. Shall be compatible /operational with part number 08-38-000 Prep-center, Model D-52-T, Table Top Unit; Part number 05-11-000 Vented extruder, Model: 2523; and 05-54-000 Horizontal ribbon die. 3. Part number: 05-11-000, Item: Vented extruder, Model 2523; which shall: Have three-quarter inch I.D. with an L/D ratio of 25:1; Shall have barrel made of nitrided number 416 stainless steel; Shall have one temperature/pressure port and one rupture safety port located in end flange of barrel; Shall have three zone heating (1000 watts per zone)/cooling (Air cooling) collars; Shall have vent assembly plus a vent plug for non-vented extrusion; Shall have one rupture safety plug, rated at 9,400 psig @ 150 degrees celsius, in end flange of barrel; shall have protective shear coupling; and shall have air cooling kit and hoses for cooling collars; Shall have power requirements: 230 VAC, 13 amp, 60 hz, single phase, Shall be compatible/operational with part number: 08-38-000 Prep Center, Model D-52-T, Table top Unit, Part number: 05-54-000 Horizontal ribbon die. 4. Part Number: 05-00-299, Item: Extruder feed hopper; Shall be compatible/operational with the Vented Extruder Model 2523, Shall be made of stainless steel, shall have a one lb. capacity bin, Shall be supplied with a mounting block, Shall have a provision for water or air cooling. 5. Part number: 05-00-260, Item: Cleaning kit for 3 quarter inch i.d. extruder; Shall have: Brass spatula and a hand brush and a brass brush for barrel and a 24 inch handle. 8. Part number: 05-00-348, Item: Combined temperature thermocouple and a pressure transducer; Shall be a totally enclosed with a flush diaphragm, Shall have connectors for Simultaneous pressure and temperature recording, Shall have a pressure range of 0-5,000 psig, Shall have a one-half inch by 20 threaded, non -grease using, adapter probe, Shall be compatible/operational with the 05-54-000 Horizontal ribbon die for measuring internal temperature and pressure. 9. Part Number: 02-00-140, Item: Set of roller type blades, Shall be compatible/operational with an existing C.W. Brabender, Insturments, Inc. 3 piece mixer assembly with the part number: 02-33-000. Shall be installed in the existing mixer assembly at a C.W. Brabender, Instruments, Inc. site, at no charge to assure proper operation, Shall be made of Stainless steel, Shall be removable from the mixer assembly. COMPLIANCE WITH VETERANS EMPLOYMENT REPORTING REQUIREMENTS (JAN 1999) (DEVIATION) (USDA). (a). The offeror represents that, if it is subject to the reporting requirements of 38 U.S.C. 4212 (d) (ie., the VETS-100 report required by FAR Clause 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam ERA), it has [ ], has not [ ], submitted the most recent report required by 38 U.S.C. 4212 (d). CONTRACT PAYMENT (MANDATORY INFORMATION FOR ELECTRONIC FUNDS TRANSFER) Electronic Funds Transfer compliance with 31 CFR 208. To Facilitate EFT for contract payments, FAR Clauses 52.232-34 and 52.232-35 (31CFR Part 208) requires the submission of information by the contractor to the payment office. Upon award, the contractor shall contact the Miscellaneous Payments Section at the National Finance Center (NFC) to initiate the enrollment process of the Vendor Express Payment (VXP), which will result in a number being assigned to the contractor for payment under EFT. All offerors must include copies of 52.212-3 (Representations and Certifications) and 52.222-70 (Compliance with Veterans Employment Reporting Requirements). All responses will be evaluated in order to determine the ability to meet the above stated capabilities. Responses shall include technical specfications, literature, brochures and other such information corresponding to each item and include the minimum requirements, which demonstrates the capabilities of the offerors equipment. Offerors shall identify where the offered items meets or does not meet each of the Government?s functional and performance minimum specifications listed herein. The Government shall award a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government. The Anticipaated award date shall be December 4, 2002. All responsible sources may submit a quotation, which shall by considered by the Agency.
