- Under the authority of FAR Part 6, subpart 6.301-1 the Dept of Veterans affairs (VA) intends to sole source the following requirement for informational pamphlets and their distribution to Luxart Communications. Luxart holds the copyright on the "Near Discharge" pamphlet, which the VA requires. The North American Industry Classification System code is 51119 with a SBA Size Standard restriction of 500 employees. The contractor will provide monthly mailings to individuals over a 6-month period equal to 130,000 pamphlets. VA will provide all addresses. Provide 69 bulk shipments to VA offices these shipments equal 161,500 pamphlets, a single mailing to the central office the is equal to 1,000 pamphlets. Contractor must store 8,500 as inventory for replenishment requests for 300,000 pamphlets. Special requests: Contractor must insert in individual mailings 3" by 5" magnets provided by the VA. DETAILS: Mailing/Inserting/Envelope/Letterhead, Individual mailings, Prepare address provided by VA and use LCP sorting, Supply and imprint envelopes (4 1/2" by 6 1/2") one color imprint, Supply and imprint letterhead (6" x 11" one color imprint, Insert 1 pamphlet, Insert 1 letterhead, Insert 1 magnet (3" by 5") promoting VA Internet address, Mail monthly for 6 months to approximately 20,000 addresses VA will provide (total mailings approximately 130,000), Bulk Mailings; Mail multiple copies of pamphlets only (no envelopes or inserts) to offices VA identifies, Mail additional copies from inventory upon request. Contractor must complete all arrangements necessary to begin mailing within 6 weeks of award. Any response must show clear and convincing evidence that the responder can meet the requirements listed herein and competition would be advantageous to the Government. Interested parties have 10 days from publication of this synopsis to submit in writing their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 10 days or without sufficient information to enable the Government to determine that a firm is qualified and capable to perform contract requirements, will be deemed non-responsive and will not be considered. A determination by the Government not to conduct a competitive procurement based upon responses to this notice is solely within the discretion of the Government.
