Description
The USAID Regional Contracting Officer in Budapest Hungary plans to award a cost reimbursement contract for the Republic of Montenegro, through full and open competition. The RFP is expected to be issued on December 16, 2002 and will be distributed through general Services Administration's Federal Business Opportunities web site. The period of performance is three years. The overall objective of the contract is to support Montenegro's transition to democracy and further economic growth by adherence to rule of law. The purpose of this contract is to further the development of rule of law in Montenegro by supporting the Government of Montenegro's efforts to reform and modernize the framework of laws affecting the operation of the judicial system, implement in a timely and effective manner structural changes in the judiciary mandated by recent reform legislation, and to improve the day-to-day operations of the courts through the introduction of modern case management and court administration practices and procedures and the supply of equipment and materials to the courts. These efforts have as their larger objectives: 1) the establishment of a framework of laws regarding the structure and operation of the judiciary which are consistent with international standards and norms relating to the protection of human rights and independence and operation of the judiciary and which will provide the basis for the Montenegrin judiciary to meet those standards; 2) the development of the judiciary itself into a stronger, more effective and independent branch of government, capable of standing on a equal basis with other branches of government; 3) the resolution of legal disputes in a more timely, consistent and legally-correct manner; 4) the reduction of case backlogs; 5) the functioning of the courts in a more transparent, open, responsive and accountable manner; and 6) improvements in the capacity of individuals and organizations within the judiciary to formulate and implement changes in court organization, practices and performance over the longer term, to ensure that the judicial system continues to evolve as an effective institution able to meet the needs of citizens and the marketplace for protection of their rights and prompt and fair adjudication of their controversies.
