Description

The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis under the authority of FAR 13.106-1(b) Only One Source Reasonably Available with MAX DOLINSKY & ASSOCIATES, 1633 Carriage House Terrace No. D, Silver Spring, MD for professional services to enhance CHED, a chemical database/editor software with the capacity to be fully integrated with Mass Spectral (MS) and Gas Chromatographic (GC) data. NIST possesses an archive of MS and CG data that is routinely utilized in the development of release versions of NIST data products. The software possesses the capability to manipulate data into a release format and tightly integrate it into existing NIST software. Its source code allows tool migration to different platforms and insures quality control of NIST databases. CHED is the exclusive intellectual property of Max Dolinsky and Associates and may only be supported, maintained, and upgraded by Max Dolinsky and Associates. The Government anticipates awarding a firm-fixed price purchase order, inclusive of delivery and installation. This Notice Of Intent to Sole Source to MAX DOLINSKY & ASSOCIATES is not a request for competition. Interested parties capable of meeting the requirement may communicate their interest in writing and provide complete and compelling documentation to establish their bona fide capability. The Government will review those communications received by the closing date to determine if it is necessary to conduct a competitive procurement. A Request for Quotation is not available.
