- NA NOTE: Any prospective bidder/offeror interested in obtaining plans and specifications for this solicitation must register of our website at http://ebs.sas.usace.army.mil/. Contractors may view and/or download this solicitation and all amendments from the Internet after solicitation issuance. Description of work: Design, permitting, and site preparation for construction of repairs, additions, and alterations to buildings, roads, drainage systems and utility systems; and for new construction of buildings, roads, drainage systems and utility systems. Work will be performed primarily at Federal facilities located at the Savannah River Basin Lakes and Dams and at Fort Gordon, Georgia. Work may also be included for Federal Projects within the geographic boun daries of the U.S. Army Corps of Engineers South Atlantic Division. The project will be solicited and procured using a Low Price Technically Acceptable (LPTA) Request for Proposals (RFP) in accordance with FAR Part 15.101-2. Offerors are required to subm it a price and technical proposal. Each proposal shall contain the offeror?s best technical proposal and best price. The technical proposal will be evaluated utilizing the factors set forth below. Factor 1: construction past performance, Sub-Factor A: T imeliness of Performance, Sub-Factor B: Quality of Performance; Factor 2: Construction Experience; Factor 3: Construction Management, Sub-Factor A: Effectiveness, Sub-Factor B: Rapid Response; Factor 4: Design Specialized Experience; Factor 5: Design Capac ity; Factor 6: Design Professional Qualifications; Factor 7: Design Knowledge of Locality. Offerors shall be evaluated on all contracts successfully completed or substantially completed in the last three (3) years with the majority of the contracts perform ed falling within the range of $10,000 to $1,000,000. Factors and Weights: Factors and Sub-Factors are of equal weight. Proposals will be evaluated against the criteria on a Go (acceptable)/No-Go (non-acceptable) basis. Proposals shall include sufficie nt detailed information to allow complete evaluation. Offerors are reminded that while the Government may elect to consider data obtained from other sources, the burden of proof of acceptability rests with offeror. Options will be included. Estimated cos t range of project is $5,000,000 - $10,000,000. Network Analysis System will be required. Competition will be 100% set aside for Historically Underutilized Business Zone (HUBZone) certified construction firms. Offers from other than HUBZone small busines s concerns will not be considered. This solicitation will be issued in electronic format only and will be available on or about November 18, 2002, on the Internet at http://ebs.sas.usace.army.mil. Notification of amendments will be through use of the Int ernet. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided.
