Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, streamlined procedures for evaluation and solicitation for commercial items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This solicitation WHMC237, is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-06. The associated North American Industry Classification System (NAICS) for this procurement is 541611 and the small business size is $6,000,000.00. This purchase is for CONSULTING SERVICES TO PERFORM A MOCK JOINT COMMISSION ON ACCREDITATION OF HEALTHCARE ORGANIZATION (JCAHO) The mock inspection is to be conducted 20-24 Jan 03. The contract will prepare a detailed outbrief report explaining all deficiencies IAW the JCAHO standards found during the MOCK Inspection. This will be a Firm-Fixed Price contract. Bids should be one all-inclusive price to cover the entire mock inspection. Offers shall address all requirements in this combined synopsis/solicitation, and shall provide clear evidence of understanding the ability and willingness to comply with the Government?s specifications of need as described herein. Failure to address a specification/requirement will be construed by the Government as inability to meet the need, or offeror?s taking exception to it. The Government anticipates awarding one order resulting from this combined synopsis/solicitation to the responsible offeror whose offer conforming to this synopsis/solicitation will be most advantageous and offer the best value to the Government, price and other factors considered. Quotations will be evaluated in accordance with Federal Acquisition Regulation (FAR) Subpart 13.106-2-Evaluation of quotations or offers. Award will be made based on vendors? (A) Technical Capability of the item offered to meet the Government requirements; and (B) Price. The Government reserves the right to award a purchase order without discussions. QUESTION: What is the size (no. of beds, square feet, services provided, staffing complement, organization) of the Wilford Hall Medical Center? ANSWER: Number of Beds - 380 (27,000 admissions and over 1,000,000 outpatient visits annually) Square Feet - Staffing - 4800 professional and nonprofessional staff Organization - Medical Wing - only one in the Air Force with 5 Medical Groups (37 inpatient units and outpatient clinics; Level 1 Trauma Center; 40 graduate medical and dental education specialties) 2. QUESTION: What are the "specification(s)/requirement(s)" that must be addressed by the offeror? ANSWER: - Must be able to perform a complete JCAHO survey for hospital, behavior health, ambulatory care and home health - All surveyors must be "CURRENT" active JCAHO surveyors with over 5 years experience in surveying and consulting - Must be able to supply a physician, administrator, nurse, behavior specialist, and home health specialist to perform the mock survey - Must have experience performing mock surveys for Air Force ODYSSEY hospitals - Must be available to perform the four day mock survey the third week of January 2003 to meet the Wing's leadership needs - Must be able to provide educational sessions to train personnel in deficiencies and new standards - Must be able to supply follow-up to the organization at no additional cost via telephone or onsight - Must be a federal contractor 3. QUESTION: Is this to be a full JCAHO mock inspection, or are only specific standards of interest? ANSWER: Both 4. QUESTION: Why was only a week allowed to respond. ANSWER: - Since this is a commercial requirement, 7 days was believed to be sufficient. The closing date will be extended based on the number of questions received. 5. QUESTION: Can the response date be extended to allow key information to be assimilated? ANSWER: It will be extended. Watch FEDBIZOPS website. 6. Question: Does the consultant need to have experience in healthcare organizations in order to conduct the inspection? Answer: Yes. Additionally, must have experience in military ODYSSEY surveys. 7. Question: Does the consultant need to facilitate the mock inspection by bringing individuals together,or is the only requirements to participate in the inspection and provide a final report as to the outcome and results of the meeting? Answer: Consultant must do both. Additionally, they must provide educational services to staff.
