- The U.S. Coast Guard intends to procure services to provide various Marine Technology courses. This notice is a combined synopsis/solicitation for commercial services in accordance with Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Therefore, please read this entire notice, the instructions herein, and the attachment documents carefully. This acquisition will be made on an Unrestricted Basis. SCOPE: Provide the following instructional courses in accordance with attached Statement of Work. 1. BRM ? Bridge Resource Management ? 5 day course ? 12 quotas 2. ARPA ? Automatic Radar Plotting Aids ? 5 day course ? 5 quotas 3. CMM-ECDIS ? Electronic Chart Display & Information System ? 5 day course ? 7 quotas 4. BST ? Basic Safety Training ? 5 day course ? 3 quotas 5. SHS-BAS ? Basic Shiphandling ? 5 day course ? 7 quotas 6. CMM-SHS-ADV I ? Advanced Shiphandling I ? 5-6 day course ? 7 quotas 7. CMM-SHS-ADV II ? Advanced Shiphandling II ? 5-6 day course ? 3 quotas 8. ROP-5 ? Radar Observer Program-Unlimited ? 5 day course ? 3 quotas (See attached Statement of Work for details) HOW TO RESPOND: In order to compete for this project, interested parties must submit a proposal. Offerors must submit the proposal via fax or e-mail, by Friday, November 15, 2002, to Weston Sythoff, USCG Headquarters Support Command, Code A-3, Room B411, 2100 Second St. SW, Washington, DC 20593. Electronic transmissions to wsythoff@comdt.uscg.mil are encouraged and must be timely. Proposal Evaluation Criteria: (1) Technical Factors (40%) (2) Past Performance (40%) (3) Price and price related factors (Firm-Fixed Price) (20%). This will be a Best-Value award determination. Price will be a factor, but technical factors are far more important. The following Federal Acquisition Regulations clauses are incorporated by reference: FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (July 02), 52.212-4 (Aug 00). 52.212-5, Contract Terms and Conditions Required to Implement Statutes of Executive Orders-Commercial Items (Aug 00) is attached. The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
