Description
This is a source sought notice for planning purposes only and does not constitute a Invitation for Bids (IFB), a Request for Quotations (RFQ), or a Request For Proposals (RFP), and is NOT a commitment by the Government to issue a solicitation or ultimately award a contract. The Department of Justice, Civil Division, is seeking expressions of interest of responsible and interested sources and OFFERORS THAT HOLD A GSA SCHEDULE CONTRACT in the area of Human Resources Management. Interested parties shall email the POC an expression of interest/capability statement demonstrating ability to provided services which follow. RETIREMENT BENEFITS COUNSELOR: The Civil Division's Office of Administration has a requirement for nonpersonal services in support of its Human Resources Branch, specifically in the area of Retirement Benefits Counselor. The contractor or contractor employee must have extensive familiarity with the Office of Personnel Management's (OPM) rules concerning retirement eligibility for both CSRS and FERS employees; processing and submitting all required forms to initiate retirement annuities; preparing retirement annuity estimates for employees; preparing estimates for deposit (military and civilian) and redeposit service; reviewing official personnel folders to ensure that all service is documented, files are complete, and employees are placed in the correct retirement system; counseling employees on retirement issues, the Thrift Savings Plan, and life and health insurance benefits; and processing all required paperwork pursuant to a death-in-service. RECRUITMENT AND STAFFING CONSULTANT: The Civil Division's Office of Administration has a requirement for nonpersonal services in support of its Human Resources Branch, specifically in the area of Recruitment and Staffing Consultant. The contractor or contractor employee must have extensive familiarity in recruitment and staffing methodologies for both the eompetitive and excepted service, Office of Personnel Management (OPM) regulations and procedures, including the Guide to Processing Personnel Actions, Qualificaitons Standards, Delegated Examining Unit staffing operations, ICTAP, CTAP, and merit promotion procedures. Position requires significant experience with the complete merit promotion/Delegated Examining process, from developing announcements through selection, including job analysis, development of ranking plans, qualification determinations, and issuing certificates of eligibles. Position also requires experience in setting and resolving pay issues (pay administration). RESPONSES shall include the following: Firms capability statement demonstrating ability to provided above services; name of firm; mailing address; telephone and fax numbers; points of contact including telephone numbers and e-mail addresses; business type and size; and GSA Contract number and expiration date.
