Description
The U.S. Geological Survey (USGS) anticipates entering into non-competitive negotiations with Kongsberg Scanners of Billingstad, Norway for the purchase of up to five(5) large format (42 inches by 62 inches/106.68 cm by 157.48 cm), high resolution (1200 dots per inch true optical) scanning systems, including maintenance and training. As a result of extensive market research, the USGS believes that Kongsberg Scanner is the only source that can provide scanners that meet the USGS's requirements. Firms who believe that they can provide large format scanners that meet all of the following mandatory requirements are invited to submit an affirmative response within 45 days of the publication date of this notice in accordance with numbered note 22: (1) scanning size of 42 inches by 62 inches/106.68 cm by 157.48 cm; (2) resolution of 1200 dots per inch true optical; (3) if there is a drum scanner, less than 20 revolutions per minute; (4) positional accuracy error not greater than .005 inches plus one part in ten thousands across entire scan area; (5) operator selectable resolutions between 250 DPI and 1200 DPI; (6) scan material thickness .003 inches to .017 inches; (7) light source with greater than 1000 hours MTBF, (8) capable of scanning film negatives, film positives, color paper maps, mylar, peelcoats, other original map materials; (9) scan both black/white and color, (10) scan entire area in single pass for either black/white or color, (11) robust host computer with standard operating system, network, storage, etc. All such responses will be evaluated in order to determine whether the firm can meet the mandatory size and resolution requirements. An affirmative response shall include literature, brochures, and other such information corresponding to the required items which demonstrates the capabilities of the offeror's equipment. This notice is for informational purposes only. Request for Proposal (RFP) is not available. This notice may represent the Government's only official notice of this procurement. The acquisition of the scanners is subject to the North American Free Trade Agreements Act. See notes 12, 22, and 26.
