Description
NA This proposed procurement is unrestricted. (SIC 1542, NAICS 233320, size standard of $27,500,000). Anacostia Stadium is being advertised as a request for proposal (RFP). The RFP will require separate technical and cost proposals to be evaluated on the Low est-Price Technically Acceptable basis for award of the project. Competitive proposals will be evaluated based on the evaluation criteria set forth in the solicitation package. Estimated cost of construction is between $500,000 to $4,000,000. Constructi on duration is 180 days from receipt of the Notice to Proceed. The Government is seeking experienced Offerors with above average performance for the construction of Anacostia Senior High School Stadium. The contractor will be required to construct bleachers, a track, and conduit for future utilities; improve a retain ing wall; install a scoreboard and goal posts and contour, pave or plant grass to areas outside the track. The interior field construction and landscaping will be completed by donated labor and not be part of the solicitation. The Offeror is encouraged t o submit information that demonstrates that they or their subcontractor have the experience in constructing this type of work or that of a similar nature, and their performance is acceptable. It is for the Offeror to submit this information to instill con fidence in the Government. In response to the solicitation the Offerors will be required to submit technical and cost proposals in accordance with the solicitation instructions. It is the intent of the solicitation to seek proposals from qualified offerors with experience and excel lent performance ratings. Proposals will be evaluated on their own merit based upon the factors in the solicitation. Large business firms are required to submit a subcontracting plan with their proposals. The following are the project goals for this project 60% for small business concerns; 15% for small disadvantage business concerns; 8% for women owned small business; 3% for Hubzone small businesses; 3% for veteran-owned small business and 3% for service-disabled veteran owned small business. In order to comply with the Debt Collection Improvement Act of 1996, effective March 31, 1998 all contractors must be registere d in the Central Contractor Registration (CCR) to be considered for award of a Federal contract. It imperative that a small disadvantaged business contacts their cognizant Small Business Administrative Office (SBA)to obtain Small Business Disadvantaged Business (SDB) Certification. Without SBA SDB cert ification, neither a prime contractor nor a federal agency can receive SDB credit when utilizing non-certified SDB contractors/subcontractors. The solicitation will be provided in an electronic format, free of charge, to all registered plan holders. The media through which the Government chooses to issue this solicitation is the Internet. The solicitation will not be issued in paper. All responsible sources may submit a proposal, which shall be considered by the agency. Contractors requests for this so licitation will be performed through ASFI. Contractors may register to be placed on the Bidders/Offerors mailing lists by going to the web site.
