Description
NA The AMCOM Omnibus 2000 (O2K) program is a multiple award indefinite delivery/indefinite quantity task order procurement vehicle designed to acquire advisory and assistance services to support the U.S. Army Aviation and Missile Command (AMCOM) and Program E xecutive Office (PEO) for Air & Missile Defense (AMD), Aviation (AV), and Tactical Missile (TM) missions. O2K program information is available at the following website: https://wwwproc.redstone.army.mil/acquisition/omnibus/omnibus.html AMCOM desires industry input as a form of market research and acquisition planning for the follow-on to the O2K program. Specific areas of interest include industry recommendations and examples of best practices for acquisition strategy to include adequac y of scopes of work; best value evaluation criteria; contract type(s); implementation of performance based contracting; pricing/rate structure; labor categories and minimum qualifications; maximizing small business, 8(a), HubZone, and Veteran Owned Small B usiness participation; number and categories of multiple awards; teaming/subcontracting; enhancing competition; orderly transition of existing task orders; fair opportunity; and task order process improvements. Written comments are requested not later th an 30 days from the posting date of this notice and may be submitted via email to: OmnibusII@redstone.army.mil. Interested parties may also request one-on-one meetings to be held at the U. S. Army Aviation and Missile Command, Redstone Arsenal, Alabama. Please include with your written comments whether you desire to participate in such a meeting and the name, email address, and telephone number of your point of contact responsible for scheduling the meeting. It is anticipated that the number of industry attendees will be limited to five per firm and that the meeting time will be limited to approximately 1 hour. Those firms that provide written comments addressing specific, unique, and/or innovative acquisition planning ideas for AMCOM's Omnibus program w ill be considered first for one-on-one meetings. General comments and/or marketing material will not provide a basis for a one-on-one meeting. It is anticipated that one-on-one meetings will be completed prior to January 2003. This notice is not a reques t for proposals. The government will not award a contract on the basis of this notice, or otherwise pay for information solicited by it. Proprietary information should be clearly marked. The requested information is for planning and market research purp oses only and will not be publicly released, except as incorporated into a Request for Proposals. The government anticipates that a Request for Proposals will be issued during calendar year 2003.
