- Description
- The Transportation Security Administration (TSA) seeks qualified firms to provide assessments to be considered for use as component(s) of the Transportation Security Administration?s selection battery for airport security screener positions. Airport security screeners operate a variety of complex x-ray and imaging equipment to screen passengers and baggage and must also be alert and vigilant in the maintenance of security in performing their duties. X-ray screening duties include a difficult target search task. Screeners must perform duties in varying environments and circumstances and are subject to auditory and visual distractions, work areas congested with passengers and baggage, etc. Screeners must be able to perform duties free of impairment from illegal drugs, sleep deprivation, medication, or alcohol. Specifically, TSA seeks firms that may provide selection assessments to measure one or more of the following: vigilance; mental or cognitive alertness, or maintenance of attention; visual continuous performance; auditory continuous performance; visual or observational memory; mental rotation; target search and detection; and inspection performance. Note that the constructs of interest are limited to cognitive, and psycho- and sensorimotor domains in applied settings ? exclusively affective, clinical, educational, temperament, or therapeutic measures will not be considered. Note also that this request will be used to evaluate potential assessments for employment selection only; measures designed solely to evaluate incumbents will not be considered. A manual or technical reports that document the development of the proposed assessment and provide clear evidence of validity for its use in employment selection MUST be available on request for an assessment to be considered. Interested parties should submit a qualification statement, not exceeding (5) pages in total that MUST include: a) brief description of the proposed assessment instrument(s) (e.g. number of items, administration time, constructs measured, etc.); b) narrative summary describing instrument development c) narrative and tabular summary of validity evidence for security screener or similar jobs, including sample description(s) and criterion measure(s), validity coefficients, and adverse impact statistics. Offerors may submit qualification statements for multiple assessments or assessments measuring more than one of the constructs of interest, however, five (5) pages is the maximum qualification statement length per offeror, even if an offeror is submitting responses for more than one assessment. A Government Team will evaluate the qualification statements received and will determine which submissions meet the Government's need/requirement, as stated above. Offerors that meet the TSA's minimum need/requirement will be included in the bidders' mailing list. Any offeror that fails to demonstrate that they meet the TSA's minimum need/requirement will be excluded from any further consideration.
