17. DEA Museum/Club Drugs Exhibit -- Statement of Work The Drug Enforcement Administration (DEA) has a requirement for specialized assistance in the conceptualization and design of a static museum exhibit on the subject of club drugs. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format at Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 03-CP-0010 and is being issued as a Request for Quotations (RFQ). The provisions and clauses applicable to this solicitation are those in effect through Federal Acquisition Circular (FAC) 01-09. This is a full and open competition; there will be no set-aside requirements. The applicable NAICS code is 339950 (Exhibit, Display Manufacturing). The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. Offers will be evaluated based primarily on price, but other factors that may be evaluated include technical capability and past performance. The final exhibit designs, and all rights thereto, will become the property of the DEA upon Government acceptance. Delivery and acceptance will take place at destination [the Government?s facility]. The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. Offers are due November 21, 2002, no later than 3:00 Eastern Time, at the following address: Drug Enforcement Administration, 2401 Jefferson Davis Highway, Alexandria, Virginia, 22301. REQUIREMENT: The contractor shall design a 22? x 52? static exhibit from concept drawing and exhibit outline information that covers the subject of club drugs. Milawall, or a similar wall system, shall be used as the basic structure for the exhibit. The contractor shall work with a wall system company to select needed wall panels, connectors and other materials. The contractor shall also: work with the DEA Museum Staff and Consultants in determining the proper layout and design of each unit of the exhibit; produce an exhibit floor plan with panels, cases and kiosks indicated; produce the final fabrication drawings (to scale), which will locate all text, objects, graphics and casework, (the selection of colors for paint, fabrics and graphics shall be coordinated with the present Museum gallery scheme); work with the Museum Staff and Consultants in determining responsibilities for text and images; work with the DEA Museum Staff to determine the exhibit development and production schedule; and report to the DEA Museum Staff, who will make the final decisions on design. The subject matter content will primarily be the responsibility of the DEA. A mandatory site visit is scheduled for 10:00 AM on November 8, 2002 at 700 Army Navy Drive, Arlington, Virginia, 22202. Important information will be distributed at the site visit; thus, offerors must attend in order to be considered for award. Questions will be accepted afterwards (in writing only), to which DEA anticipates responding by November 15, 2002. An award is anticipated by November 25, 2002. Final delivery of the product shall occur no later than January 10, 2003.
