- Description
- The National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), Silver Spring, MD, intends to negotiate on a noncompetitive basis with Riverside Technology Inc., of Ft. Collins, CO to extend NOAA Contract 50DDNW-7-90018 an additional two years through Nov 30, 2004. This is an indefinite delivery type contract with task orders issued based on fixed labor rates. The contract provides NWS, Office of Hydrology, with hydrometeorologic, hydrologic,and related support services. This extension to the period of the contract will be accomplished within the existing contract dollar ceiling. The vendor must be able to provide to the Government the analysis, definition, design, development, planning, administration, training, engineering support and any other support or item required for the development, implementation and operation of river and flood forecast services. The services include specialized hydrometeorologic, hydrologic, hydraulic modeling, and software engineering activities to support the processing of historical/real-time station and gridded data and the development of advanced hydrologic (river, flood and drought) forecast information. Vendors who believe that they can meet this requirement are required to submit in writing an affirmative response demonstrating they can meet the Governments requirements. To be considered an affirmative response, vendors must submit written data and documentation which demonstrates an ability to meet the previously cited requirements. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirements. Failure to submit documentation will result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 15 days after publication to this synopsis. See Notes 1 and 22.
