- The Department of Energy (DOE) intends to award a contract on a sole-source basis to Strategic and Learning Services, (SLS), 6100 Seagull Lane, Albuquerque, NM 87109 under 41USC 252(c)(1) one responsible source. The award will be for the purchase of web-based training for technical business practices, and tools to track status for those requiring the training. The contractor must be capable of developing ten (10) computer-based instructional modules of Nuclear Weapons Complex technical business practice areas for delivery over the Internet. The NNSA/HQ requires this technical business practices training to be available for use by December 2003 for the initial ten modules. In the first phase of this project, SLS performed a pilot program to demonstrate feasibility and their ability to deliver the web-based training to meet our needs. This company is uniquely qualified to deliver the product needed in the time available. This is a notice of intent to award sole-source and is not a request for competitive proposals. Firms who want to challenge the sole-source must submit an interest letter that demonstrates the firm's ability to provide an equivalent services, as described above. Interested parties must provide rationale as to why they should be considered. All interested firms must respond to DE-RP04-03AL68232 by 3:00 p.m. MST, November 8, 2002, to: Patsy J. Garcia, OCP, P.O. Box 5400, Albuquerque, NM 87185-5400 or to pgarcia@doeal.gov. A determination by the Government not to compete with this proposed commercial item contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
