Description
Under the authority of Federal Acquisition Regulation, Part 13, Subpart 13.106-1(b), the U.S. Department of the Interior, BIA, Office of Indian Education Programs (OIEP) intends to contract on a sole source basis the services of Dr. Gary A. Plank, 3360 East Linda Vista Dr.; Flagstaff, Arizona 86004, to provide Psycho-Educational Testing and Assessment Services for the Tuba City Boarding School, Tuba City, Arizona during the 2002-2003 school year. Tuba City Boarding School is a school located on the Navajo Indian Reservation, with a majority of the students being enrolled members of the Navajo Indian Tribe. The contractor has a proven background of familiarity with Indian students and knowledge of cultural aspects relevant to the evaluation of Indian students. The contractor also resides in a location within 100 miles of the school. There are approximately seventy (70) students that will require services for the school year. The school will require service to eight (8) students per month, eight (8) service days per month. The contractor shall make prior arrangements with the special education department to develop a testing schedule for students referred as requiring the services. Testing and Evaluations shall be conducted at the BIA, Tuba City Boarding School, Tuba City, Arizona on the Navajo Indian Reservation, Coconino County, Arizona. The contractor shall provide own testing material, shall attend one parent information meeting, shall follow state of Arizona evaluation requirements format, shall attend IEP reviews and provide evaluations. The contractor shall attend at least one of the two contractor's providers meeting with BIA, Agency Special Coordinator; Agency Special Education Office is located at the Federal Building 407, East Highway 160, Tuba City, Arizona. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. There is no solicitation regarding this sole source synopsis. Interested parties may identify their interest and capability to respond to the requirement. Only written responses received by 3:00 p.m. Local Time, September 20, 2002 will be accepted and considered. The Government will not be responsible for any cost incurred in response to this notice. See note 22 (Sole Source Award). Note 22 modified to read 3 calendar days in lieu of 30 days. If no affirmative written response is received within 3 calendar days from the publication of this synopsis, a contract may be issued to the proposed contractor without further notice.
