- NA The Defense Contracting Command - Washington, on behalf of the US Army Deputy Chief of Staff, G-4, intends to negotiate, on a sole source basis, an IDIQ type contract with Systems Planning and Analysis, Inc (SPA). The period of performance is for twelve (1 2) months. SPA is currently providing analytical and modeling support for the Focused Logistics Warfighting (FLOW) continuous assessment under contract N00039-98-C-0101. FLOW is a single-sided, seminar style game designed to investigate the desired operati onal capabilities required to satisfy focused logistics challenges in a 21st Century warfare environment. In accordance with FLOW 2003, and all prior FLOW Wargame Study Plans, the contractor will use the General Campaign Analysis Model-Core Tool Suite (GCA M-CTS) as the integration mechanism for data generated for use in the game. This process will support and recognize data elements, model results, and practices unique to particular services, agencies, and allies within a joint and multinational context, pr oviding a common operating and reference framework for all game players. The contractor shall: construct GCAM-CTS cases to integrate US Army, Navy, Air Force, Marine Corps, Defense Logistics Agency (DLA) and Multinational data and characteristics within a joint/combined context; develop analytical products unique to Army interests for the Focused Logistics Warfighting Wargame; use the GCAM-CTS case as it is being developed to provide briefings on analytic results of the modeling and simulation effort to the FLOW Joint Integrated Process Team and the Executive Steering Group; develop analytical products unique to issues developed by the Focused Logistics Warfighting players; use the FLOW data, the GCAM-CTS case, and analytical products developed for FLOW to p rovide analytical support for other single service and joint and combined force logistics focused exercises as required. The purpose of this contract is to provide continuous, uninterrupted services as a bridge between the expiring contract and the new, co mpetitive award. The statutory authority for other than full and open competition is 10 USC 2304(c)(1) and 10 USC 2304(d)(1)(B) and Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(ii)(B) for the case of a follow-on contract for the continued development or production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in unacceptable delays in fulfilling the agency's requirements. This is not a request for co mpetitive proposals, but capability statements can be submitted until 25 November 2002.
