Description
The 12th Contracting Squadron at Randolph AFB intends to award on a sole source basis in accordance with FAR Part 6.302.Award will be made on a sole source basis to Government Retirement and Benefits, Inc. (GRB), Alexandria, VA, under the Simplified Acquisition Procedures. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being accepted and a written solicitation will not be issued. Solicitation Number FUFPC522740100 is issued as a request for quotation. This combined synopsis/solicitation incorporates provisions and clauses are those in effect through Federal Acquisition Circular 01-09. The SIC Code is 7378, size standard is $21.0 and the NAICS code is 811212. The Contract is for the purchase of software licenses and maintenance support for the Integrated Employee Benefits Information System (EBIS) and the Interactive Voice Response System (IVRS) database software used in support of the Civilian Modernization network computer system for HQ AFPC/DPDXRA. This software provides the singular web based human resource office for civilian personnel records for the US Air Force. This software is critical to ensure total access to all personnel records in the Civilian Modernization database. The software allows users to remotely retrieve employee records from the database. Using the contracting series GS-1102 as an example, the EBIS/IVRS software maintains civilian personnel data such as certification levels, current position data, academic-education information, and the contracting officer warrant data. The required software license and maintenance support will sustain the same web based human resource office functions. Within 48 hours of a work stoppage notification, the vendor shall fully define the problem, identify alternative fixes, and report findings and recommendations to the government for review and approval. The period of performance is Time of Award through 30 Sep 03. Award is anticipated on 25 Oct 02. The following clauses and provisions can be viewed through Internet access at the AF FAR Site, http://farsite.hill.af.mil FAR, 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Provision 52.212-2, Evaluation ? Commercial Items, is also applicable to this acquisition. The specific evaluation criteria for this provision are as follows: conformance to the specifications, price, past performance. Offers shall submit the following information: price proposal for the following Government Retirement and Benefits (GRB) software licenses and maintenance support for the Integrated Employee Benefits Information System (EBIS) and the Interactive Voice Response System (IVRS) database software. Commercial Items which can be obtained at http://www.arnet.gov/far. 52.212-4 Contract Terms and Conditions-Commercial Items. Paragraph ( c ) of this clause is tailored as follows: ( c ) Changes. Changes in the terms and conditions of this contract may be made only by written agreement of the parties, with the exception of : (1) Administrative changes such as changes in the paying office, appropriation data, etc. (2) No cost amended shipping instructions (ASI) if?(A) The ASI modifies a unilateral purchase order, and (B) The contractor agrees verbally or in writing, (3) Any change made before work begins if?(A) The change is within scope of the original order, (B) The contractor agrees; ( C ) The modification references the contractor?s verbal or written agreement. These changes may be made unilaterally by the Government. This clause, as amended herein, may also serve as the authority for all modifications made to the order or contract to make changes as follows: (a) definitize letter contracts, if commercial in nature; (b) reflect other agreements of the parties modifying the terms of the contracts; (c) issue change orders, (d) changing the performance period or the delivery date, the quantities or any other terms and conditions not cited herein as an example.52.212-5, Contract Terms and Conditions ? Interested parties capable of providing the above must submit written price notice to include discount terms, site locations, past performance information, and firm evidence of their ability to perform. All responses will be fully considered, but must be submitted on the EBIS/IVRS License renewal/Software support products, ?or equals? will not be accepted. Award will be made using simplified Acquisition Procedures, therefore, the evaluation procedures at FAR 13.106-2 will be used. All responsible sources may submit an offer, which, if received timely, will be considered by this agency. Offerors are due at 12 Contracting Squadron not later then 430PM, Central Time, 25 October 2002 and should reference the solicitation listed above. Effective 1 Jun 98, contractors must be registered in the Central Contractor Registration (CCR) prior to receiving any award.
