Description
This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in FAR subpart 12.6 Streamlined Procedures for evaluation and solicitation for commercial items as supplemented with additional information included in this notice. This announcement constitutes the only solicitation a written solicitation document will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-09. The associated North American Industrial Classification System (NAICS) code for this procurement is 541612 with a small business size standard of 500 employees. This acquisition is restricted to small business. The Food and Drug Administration (FDA) intends to negotiate a sole source acquisition with Schmidt & Leslie, Inc of Washington, DC as a facilitator skilled in Strategic planning. Schmidt & Leslie has previous experience with FDA, Center level and Office level organizations. The facilitator will be tasked to help the Centers senior managers and the project officer to plan and facilitate a series of about 14 Center level and 20 Office level strategic planning sessions starting November 2002 and continuing throughout the fiscal year. The FDA project officer will be responsible for recording the results of the meetings and developing implementation plans based on the decisions made by CDRH senior managers. CDRH anticipates the following meetings are likely to occur. Deliverables: for each of the following meetings listed below, the facilitator will discuss the purpose of the meeting with the participants, propose an agenda, and plan out how to use group exercise and background information to make sure the purpose of the meeting is accomplished. During the meeting, the facilitator is responsible for conducting the meetings and focusing group input on the agenda. The facilitator is also responsible for working with the senior staff and the project officer to make sure the follow-up steps are summarized and recorded by the CDRH staff in attendance. CDRH staff is responsible for follow up steps so implementation will proceed. Center level meetings include four two day off site strategic planning updates to be held every quarter; six one day on site strategic planning reviews to be held every other month; Office of Science and Technology, Office of Compliance, Office of Health and Industry Programs, Office of Systems and Management, Office of Device Evaluation, and Office of Surveillance and Biometrics meetings. Period of performance November 2002 through September 30, 2003. This procurement will be awarded as a simplified acquisition in accordance with FAR 13.5. The following provision & clauses apply to this acquisition: 52.212-1, Instructions to Offerors-Commercial Items; and 52.212-3 Offeror Representations and Certifications-Commercial Items. The following clauses apply to this acquisition: 52.212-4, Contract Terms and Conditions-Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. Interested persons may identify their capability to perform the requirement by submitting a quote. This notice of intent is not a request for quotes however, all quotes received by November 4, 2002 will be considered.
