Description
NASA/GSFC plans to issue a Request for Proposal (RFP) for the extension of the Transition Region & Coronal Explorer (TRACE) Satellite Mission Operations & Data Analysis contract on a sole source basis and in accordance with 10 U.S.C. 2304(c)(1), Only One Responsible Source, to Lockheed Martin Space Systems Company for a two-year extension to contract NAS5-38099. This extension will provide continued monitoring of the health and performance of the one-instrument TRACE satellite. The TRACE science investigation quantitatively explores the connection between fine-scale magnetic fields and the associated plasma structures of the sun. The TRACE instrument collects sequences of digital images that show all regions of the atmosphere simultaneously using high resolution extreme ultraviolet radiation. In December 1993, Lockheed Martin was competitively selected to define, design, fabricate, test, calibrate, and integrate the spacecraft, monitor and control orbital operations, and publish data from the TRACE instrument. TRACE was launched in April 1998 and scheduled to allow joint observations with the Solar & Heliospheric Observatory (SOHO) satellite during the rising phase of the solar cycle to sunspot maximums. In order to maintain uninterrupted mission operations and quick response to critical events and to avoid the loss of unique and vital research data, it is essential that Lockheed Martin continue to deliver the specialized support it has provided over the last nine years for TRACE and all related scientific investigative activities. Therefore, Lockheed Martin is considered the only responsible source capable of fulfilling this requirement. All responsible sources desiring consideration are requested to fully identify their interest and capabilities within 15 days of the date of publication of this synopsis to the point-of-contact specified below. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See note 22. All responsible sources may submit a proposal which shall be considered by the agency.
